1.
NEW
SECTION
.
481A.41
Blinds
and
stands
for
1
hunting
deer.
2
A
person
shall
not
use
a
blind
or
stand
for
hunting
deer
3
unless
the
blind
or
stand
is
affixed
with
and
exhibits
a
4
weather-resistant
tag
or
other
form
of
identification
which
5
plainly
shows
the
name,
hunting
license
number,
and
address
of
6
the
owner
of
the
blind
or
stand.
For
purposes
of
this
section,
7
“blind
or
stand”
means
an
enclosure
used
for
concealment
while
8
hunting
deer,
constructed
either
wholly
or
partially
from
9
man-made
materials,
and
used
by
a
person
who
is
hunting
deer
10
for
the
purpose
of
hiding
from
sight.
A
“blind
or
stand”
is
not
11
a
naturally
occurring
landscape
feature
or
an
arrangement
of
12
natural
or
agricultural
plant
material
that
a
deer
hunter
uses
13
for
concealment.
The
natural
resource
commission
shall
adopt
14
rules
pursuant
to
chapter
17A
to
implement
this
section.

EXPLANATION

This
bill
requires
that
a
blind
or
stand
used
for
hunting
22
deer
must
be
affixed
with
and
exhibit
a
weather-resistant
tag
23
or
other
form
of
identification
which
plainly
shows
the
name,

hunting
license
number,
and
address
of
the
owner
of
the
blind
25
or
stand.
For
purposes
of
the
bill,
a
“blind
or
stand”
is
an
26
enclosure
used
for
concealment
while
hunting
deer,
constructed
27
either
wholly
or
partially
from
man-made
materials,
and
used
28
by
a
person
who
is
hunting
deer
for
the
purpose
of
hiding
29
from
sight.
A
“blind
or
stand”
does
not
include
a
naturally

occurring

feature
or
an

that
a

hunter

The
natural
resource
commission
is
required
