Section
1.
Section
321.189,
Code
2011,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
8.
Veterans
status.
Beginning
no
later
3
than
July
1,
2013,
a
licensee
who
is
an
honorably
discharged
4
veteran
of
the
armed
forces
of
the
United
States
seeking
to
5
obtain
a
license,
other
than
a
replacement
license,
pursuant
6
to
this
section
may
request
that
such
a
license
be
marked
to
7
reflect
the
licensee’s
veteran
status.
Upon
such
a
request
8
the
word
“VETERAN”
shall
be
marked
prominently
on
the
face
9
of
the
license.
Such
a
license
shall
be
issued
only
upon
10
receipt
of
satisfactory
proof
of
veteran
status
pursuant
to
11
procedures
established
by
the
department
in
consultation
with
12
the
department
of
veterans
affairs.
This
subsection
shall
13
not
apply
to
duplicate
or
substitute
licenses
or
nonoperator
14
identification
cards
obtained
pursuant
to
section
321.195.

Sec.
2.
Section
321.190,
subsection
1,
paragraph
b,
Code
16
Supplement
2011,
is
amended
to
read
as
follows:

b.
(1)
The
department
shall
not
issue
a
card
to
a
person
18
holding
a
driver’s
license.
However,
a
card
may
be
issued
to
a
19
person
holding
a
temporary
permit
under
section
321.181
.
The
20
card
shall
be
identical
in
form
to
a
driver’s
license
issued
21
under
section
321.189
except
the
word
“nonoperator”
shall
22
appear
prominently
on
the
face
of
the
card.

(2)
A
nonoperator’s
identification
card
issued
to
a
person
24
under
eighteen
years
of
age
shall
contain
the
same
information
25
as
any
other
nonoperator’s
identification
card
except
that
the
26
words
“under
eighteen”
shall
appear
prominently
on
the
face
of
27
the
card.

(3)
A
nonoperator’s
identification
card
issued
to
a
29
person
eighteen
years
of
age
or
older
but
under
twenty-one
30
years
of
age
shall
contain
the
same
information
as
any
other
31
nonoperator’s
identification
card
except
that
the
words
“under
32
twenty-one”
shall
appear
prominently
on
the
face
of
the
card.

identification
card
issued
to
an

EXPLANATION
5
This
bill
provides
that
by
July
1,
2013,
a
person
who
is
a
6
veteran
of
the
armed
forces
of
the
United
States
may
request
7
to
have
that
status
noted
on
the
person’s
driver’s
license
8
or
nonoperator’s
identification
card.
A
veteran
may
not
9
request
that
such
status
appear
on
a
replacement,
duplicate,
10
or
substitute
license
or
nonoperator’s
identification
card.
A
11
veteran
making
such
a
request
is
required
to
provide
proof
of
12
veteran
status.
The
license
card
issued
to
the
veteran
will
13
have
the
word
“VETERAN”
marked
prominently
on
its
face.
