1.
Section
483A.27,
subsection
5,
Code
2011,
is

amended
to
read
as
follows:

5.
a.
An
officer
of
the
department
or
a
certified
3
instructor
may
issue
a
certificate
to
a
person
who
has
not
4
completed
the
hunter
safety
and
ethics
education
course
but
5
meets
the
criteria
established
by
the
commission.

b.
An
officer
of
the
department
shall
issue
a
certificate
7
to
a
person
who
has
not
completed
the
hunter
safety
and
ethics
8
education
course
if
the
person
demonstrates
to
the
officer,
9
pursuant
to
rules
adopted
by
the
commission
under
chapter
17A,
10
that
the
person
meets
either
of
the
following
criteria:

(1)
The
person
is
a
member
of
the
armed
forces
of
the
United
12
States
who
is
serving
on
active
duty
and
has
passed
a
weapons
13
proficiency
test.
14
(2)
The
person
served
in
the
armed
forces
of
the
United
15
States
at
any
time,
was
discharged
under
honorable
conditions,
16
and
passed
a
weapons
proficiency
test.

EXPLANATION

This
bill
amends
Code
section
483A.27
to
require
an
officer
19
of
the
department
of
natural
resources
to
issue
a
certificate
20
of
completion
of
the
hunter
safety
and
ethics
education
course,
21
which
is
required
to
obtain
a
hunting
license,
to
a
person
who
22
demonstrates
to
the
officer,
as
provided
in
rules
adopted
under
23
Code
chapter
17A,
either
that
the
person
is
a
member
of
the
24
armed
forces
of
the
United
States
on
active
duty
who
has
passed
25
a
weapons
proficiency
test,
or
that
the
person
formerly
served
26
in
the
armed
forces,
was
discharged
under
honorable
conditions,
27
and
passed
a
weapons
proficiency
test.
