NEW SECTION . 480.4A Identification —— mapping. 1 The utilities board shall, pursuant to chapter 17A, adopt 2 rules establishing standards and requirements regarding 3 permanently identifying and marking the location of underground 4 facilities installed on or after January 1, 2013. The rules 5 shall, at a minimum, provide for the following: 6 1. Development and maintenance by an operator of a map, 7 diagram, drawing, or geospatial information regarding the 8 location of an underground facility, which shall be furnished 9 to the notification center, posted on an internet site 10 maintained by the operator, and in the case of an underground 11 facility located in a public right-of-way, furnished to the 12 city or county in which the underground facility is located. 13 2. Placement of a location wire or equally effective 14 means of marking the location of a nonconductive underground 15 facility, and placement of a sign indicating the point at 16 which a service lateral deviates or branches away from the 17 underground facility route or location. The requirements of 18 this subsection shall not apply to the making of repairs to or 19 a partial replacement of existing underground facilities for 20 the purposes of routine maintenance and upkeep. 21 3. For purposes of this section, “nonconductive” means 22 constructed of a material other than metal. For purposes of 23 this section, “service lateral” means a secondary underground 24 facility connecting to an end-use customer. 25 EXPLANATION 26 This bill relates to the identification of underground 27 facilities. 28 The bill directs the Iowa utilities board to adopt rules 29 establishing standards and requirements regarding permanently 30 identifying and marking the location of underground facilities 31 installed on or after January 1, 2013. The bill states that 32 the rules shall, at a minimum, provide for the development and 33 maintenance by an operator (generally a public, private, or 34 municipal utility) of a map, diagram, drawing, or geospatial 35 -1- LSB 5537XS (4) 84 rn/nh 1/ 2
S.F. 2039 information regarding the location of an underground facility, 1 to be provided to the statewide notification center established 2 in Code section 480.3, posted on an internet site maintained by 3 the operator, and to a city or county if a public right-of-way 4 is involved. 5 The bill additionally requires the placement of a location 6 wire or equally effective means of marking the location of a 7 nonconductive underground facility, and placement of a sign 8 indicating the point at which a service lateral deviates or 9 branches away from the underground facility route or location. 10 The bill provides that this provision does not apply to repairs 11 to or a partial replacement of existing underground facilities 12 for the purposes of routine maintenance and upkeep. 13 The bill defines “nonconductive” to mean constructed of 14 a material other than metal, and “service lateral” to mean 15 a secondary underground facility connecting to an end-use 16 customer. 17 -2- LSB 5537XS (4) 84 rn/nh 2/ 2
