consult
with
one
another
prior
to

appointment

pursuant
to
this
paragraph

to
ensure
the

requirement
in
this
subparagraph
is
met.

Sec.
3.
APPLICABILITY.
This
Act
applies
to
the
appointment
23
of
legislative
members
of
the
college
student
aid
commission
24
for
the
term
beginning
upon
the
convening
of
the
Eighty-fifth
25
General
Assembly.

EXPLANATION
27
Under
current
law,
there
are
four
ex
officio,
nonvoting
28
legislative
members
of
the
college
student
aid
commission.
Two
29
members
are
from
the
senate,
one
appointed
by
the
president
30
of
the
senate
and
one
appointed
by
the
minority
leader
of
the
31
senate.
Two
members
are
from
the
house
of
representatives,
32
one
appointed
by
the
speaker
of
the
house
of
representatives
33
and
one
appointed
by
the
minority
leader
of
the
house
of
34
representatives.

This
bill
provides
that
there
shall
be
two
ex
officio,
1
nonvoting
legislative
members
of
the
college
student
aid
2
commission.
One
shall
be
from
the
senate,
appointed
by
the
3
president
of
the
senate
after
consultation
with
the
majority
4
leader
and
the
minority
leader
of
the
senate,
and
one
shall
be
5
from
the
house
of
representatives,
appointed
by
the
speaker
6
of
the
house
of
representatives
after
consultation
with
7
the
majority
leader
and
the
minority
leader
of
the
house
of
8
representatives.

The
bill
provides
that
the
two
legislative
members
of
the
10
commission
shall
not
be
members
of
the
same
political
party.

The
bill
directs
the
president
of
the
senate
and
the
speaker
of

the
house
of
representatives
to
consult
with
one
another
prior

to
any
appointment
made
pursuant
to
the
bill
to
carry
out
that
