1.
Section
657.9,

2011,
is
amended
to
read
as
follows:

Before
a
person
improves
property
acquired
to
establish,
3
use,
and
maintain
a
shooting
range
by
the
erection
of
4
buildings,
breastworks,
ramparts,
or
other
works
or
before
a
5
person
substantially
changes
the
existing
use
of
a
shooting
6
range,
the
person
shall
obtain
approval
from
the
county
board
7
of
supervisors
or
the
city
council,
as
applicable.
However,
8
the
person
shall
first
obtain
a
recommendation
of
approval
of
9
from
the
county
zoning
commission
or
the
city
zoning
commission
10
under
section
335.8
or
414.6
,
whichever
is
appropriate.

The
appropriate
commission
shall
comply
with
commission’s
12
recommendation
of
approval
shall
then
be
submitted
to
the
13
county
board
of
supervisors
or
the
city
council
for
approval
14
pursuant
to
section
335.8
or
414.6
.
In
the
event
a
county
15
or
city
does
not
have
a
zoning
commission,
the
county
board
16
of
supervisors
or
the
city
council
shall
comply
with
section
17
sections
335.5
and
335.6
or
sections
414.3
and
414.5
,
as

applicable,
before
granting
the
approval.

EXPLANATION
20
This
bill
specifies
the
approval
procedure
that
is
required
21
before
a
person
improves
property
acquired
to
establish,
use,
22
and
maintain
a
shooting
range
or
before
a
person
substantially
23
changes
the
existing
use
of
a
shooting
range.
A
person
is
24
required
to
first
obtain
a
recommendation
of
approval
from
the
25
applicable
county
zoning
commission
or
city
zoning
commission.

The
appropriate
zoning
commission’s
recommendation
of
approval
27
is
then
submitted
to
the
applicable
county
board
of
supervisors
28
or
city
council
for
approval.
29
The
bill
also
specifies
the
zoning
approval
procedures
to
be
30
used
by
counties
and
cities
when
approving
a
shooting
range
if
31
the
county
or
city
does
not
have
a
zoning
commission.
