S.F. 100 Section 1. Section 162.11, Code 2011, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 4. This chapter does not apply to a 3 commercial kennel which provides training services for dogs or 4 cats, if all of the following conditions are satisfied: 5 a. The owners of the dogs or cats are present at all times 6 when the training services are performed. 7 b. The commercial kennel is not otherwise subject to this 8 chapter. 9 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 10 importance, takes effect upon enactment. 11 EXPLANATION 12 This bill exempts certain commercial kennels from regulation 13 under Code chapter 162, including licensure requirements and 14 the payment of associated fees. In order to be exempt, a 15 commercial kennel must satisfy three conditions: (1) it must 16 provide training services to dogs or cats; (2) the owners of 17 the dogs or cats must be present during the training sessions; 18 and (3) the commercial kennel cannot be regulated under the 19 Code chapter for another reason (e.g., it also boards dogs or 20 cats). 21 The bill takes effect upon enactment. 22 -1- LSB 1085SS (2) 84 da/nh 1/ 1
