H.F. _____ Section 1. Section 135.63, subsection 2, Code 2011, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . q. An outpatient surgical facility located 3 in a county with a population of more than two hundred 4 thousand, but less than three hundred thousand according to the 5 2009 estimate of the United States census bureau. 6 EXPLANATION 7 This bill exempts ambulatory surgical centers from the 8 certificate of need requirements if the facility is located 9 in a county with a population of greater that 200,000, but 10 less than 300,000 according to the 2009 estimate of the 11 United States census bureau. Ambulatory surgical centers 12 are generally medical facilities that specialize in elective 13 same-day or outpatient surgical procedures.
