is
amended
to
read
as

services.

1.
Notwithstanding
the
use
of
the
designations
“enforcement

officer”
,
“officer”
,
“gaming
enforcement
officer”
,
and
“special
5
agent”
in
this
chapter
and
chapters
97A
,
97B
,
99D
,
and
99F
,
6
nothing
shall
prohibit
the
department
of
administrative
7
services
from
officially
designating
gaming
enforcement
8
officers
or
special
agents
by
another
class
title
for
purposes
9
of
identifying
job
classifications.
Any
official
class
10
title
designation
made
by
the
department
of
administrative
11
services
shall
not
create
or
establish
any
new
employee
rights
12
with
respect
to
promotional
opportunities,
compensation,
or
13
benefits,
or
establish
any
connection
that
does
not
exist
as
14
of
July
1,
2010,
between
the
designation
of
gaming
enforcement
15
officer
and
any
existing
job
classifications,
including
special
16
agents,
as
a
result
of
a
change
in
designation.

2.
Notwithstanding
the
use
of
the
designations
“state
18
patrol”
and
“senior
patrol
officer
of
the
state
patrol”
in
this
19
chapter
and
chapter
97A,
nothing
shall
prohibit
the
department
20
of
administrative
services
from
officially
designating
21
state
patrol
officers
by
another
class
title
for
purposes
22
of
identifying
job
classifications.
Any
official
class
23
title
designation
made
by
the
department
of
administrative
24
services
shall
not
create
or
establish
any
new
employee
rights

with
respect
to

opportunities,
compensation,
or

benefits,
or
establish
any
connection
that
does
not
exist
as
of

July
1,
2011,
between
the
designation

Sec.
2.
LEGISLATIVE
INTENT
——
CONSTRUCTION.

1.
It
is
the
intent
of
the
general
assembly
that
any
change
32
in
class
title
designation
pursuant
to
this
Act
shall
not
33
modify
the
existing
job
classification
or
duties
for
a
state
34
patrol
officer.
The
general
assembly
reaffirms
that
changes

to
existing
compensation
levels
should
be
determined
by
the
1
collective
bargaining
process
and
not
determined
by
a
change
in
2
employee
designation
as
authorized
by
this
Act.

Any
change
to
the
class
title
designation
by
the
4
department
of
administrative
services
relating
to
state
5
patrol
officers
pursuant
to
this
Act
shall
be
construed
as
a
6
nonsubstantive
change.

EXPLANATION
8
This
bill
authorizes
the
department
of
administrative
9
services
to
change
the
class
title
designation
of
a
state
10
patrol
officer.
The
bill
provides
that
the
change
in
11
designation
shall
not
create
or
establish
new
employee
rights
12
with
respect
to
promotional
opportunities,
compensation,
or
13
benefits,
or
establish
any
connection
that
does
not
exist
as
of
14
July
1,
2011,
between
the
designation
of
a
state
patrol
officer
15
and
any
existing
job
classifications,
as
a
result
of
a
change
16
in
designation.

The
bill
also
provides
that
it
is
the
intent
of
the
general
18
assembly
that
the
change
in
designation
is
for
official
19
designation
purposes
only
and
shall
not
modify
the
existing
job
20
classification
or
duties
for
a
state
patrol
officer
as
of
July
21
1,
2011.
