as
follows:

The
costs
of
special
education
instructional
programs

when
contracted
with
a
private
agency
include
the
costs
of

general
administration,
health
service,
attendance
officers,
5
plant
operation,
and
plant
maintenance,
instructional
costs,
6
and
the
costs
of
purchase
of
equipment,
transportation
7
equipment
,
and
insurance
to
meet
the
special
needs
of
children
8
requiring
special
education
with
the
approval
of
the
director
9
of
the
department
of
education.
The
state
board
of
education
10
shall
adopt
rules
under
chapter
17A
for
the
purchase
of
11
transportation
equipment
pursuant
to
administer
this
section
.

EXPLANATION

This
bill
adds
the
costs
of
general
administration,
health
14
service,
attendance
officers,
plant
operation,
and
plant
15
maintenance,
instructional
costs,
and
the
costs
of
purchase
16
of
equipment,
transportation,
and
insurance
to
the
included
17
costs
that
are
covered
by
funds
for
school
districts
for
excess
18
costs
of
instruction
of
children
requiring
special
education
19
when
contracted
with
a
private
agency.
Covered
costs
currently
20
include
the
cost
of
purchase
of
transportation
equipment
when
21
contracted
with
an
area
education
agency,
another
school
22
district,
or
a
private
agency.
The
bill
directs
the
state
23
board
of
education
to
adopt
rules
to
administer
the
bill.
