1.
Section
447.9,
subsection
2,
Code
2011,
is

amended
to
read
as
follows:

2.
Service
of
the
notice
shall
be
made
by
certified
mail
on
3
any
mortgagee
having
a
lien
upon
the
parcel,
a
vendor
of
the
4
parcel
under
a
recorded
contract
of
sale,
a
lessor
who
has
a
5
recorded
lease
or
recorded
memorandum
of
a
lease,
and
any
other
6
person
who
has
an
interest
of
record,
at
the
person’s
last
7
known
address.
The
notice
shall
be
served
on
any
city
where
8
the
parcel
is
situated.
Notice
shall
not
be
served
after
the
9
filing
of
the
affidavit
required
by
section
447.12
.
Only
those
10
persons
who
are
required
to
be
served
the
notice
of
expiration
11
as
provided
in
this
section
or
who
have
acquired
an
interest
12
in
or
possession
of
the
parcel
subsequent
to
the
filing
of
the
13
notice
of
expiration
of
the
right
of
redemption
are
eligible
14
to
redeem
a
parcel
from
tax
sale.
Service
of
the
notice
by
15
certified
mail
is
deemed
completed
when
the
notice
is
deposited
16
in
the
mail
and
postmarked
for
delivery.

EXPLANATION
18
This
bill
relates
to
the
manner
in
which
a
holder
of
a
19
property
tax
sale
certificate
of
purchase
provides
certain
20
notices
under
Code
chapter
447
(tax
redemption)
following
a
21
tax
sale.
The
bill
requires
that
service
of
the
notice
of
22
expiration
of
right
of
redemption
made
on
specified
lienholders
23
and
interest
holders
be
made
by
certified
mail
and
specifies
24
when
service
of
such
notice
is
deemed
completed.

Certified
mail
means
a
mail
service
provided
by
the
United
26
States
postal
service
where
the
post
office
provides
the
mailer
27
with
a
receipt
to
prove
mailing.
28
Pursuant
to
Code
section
447.14,
the
law
in
effect
at
the
29
time
of
tax
sale
governs
redemption.
