H.F. _____ Section 1. STATE MARKETING AND ADVERTISING EXPENDITURES 1 TASK FORCE. 2 1. A state marketing and advertising expenditures task 3 force is established to study and review state advertising and 4 marketing purchases and to develop a plan for collaboration 5 among state agencies in marketing and advertising expenditures. 6 The task force shall consider the amount of purchases by each 7 agency or authority of the state and the specific needs of 8 each agency or authority when completing the review of such 9 purchases and in developing a state marketing and advertising 10 expenditure plan. 11 2. The task force shall consist of all of the following 12 members: 13 a. The chief executive officer of the Iowa lottery authority 14 or the chief executive officer’s designee. 15 b. The director of the department of economic development or 16 the director’s designee. 17 c. The director of the department of public health or the 18 director’s designee. 19 d. The president of the board of regents or the president’s 20 designee. 21 e. The president of the Iowa state fair board or the 22 president’s designee. 23 f. The director of the department of administrative 24 services, or the director’s designee, shall serve as an ex 25 officio, nonvoting member. 26 3. The chief executive officer of the Iowa lottery 27 authority, or the chief executive officer’s designee shall 28 serve as the chairperson of the task force. 29 4. The Iowa lottery authority shall provide staff 30 assistance and administrative support to the task force. 31 5. The task force shall meet at least quarterly and shall 32 submit the state marketing and advertising expenditure plan 33 to the governor and the general assembly by December 31, 34 2011. H.F. _____ development, the department of public health, the board of 1 regents, and the Iowa state fair board shall adopt rules for 2 the implementation of the state marketing and advertising 3 expenditure plan. The department of administrative services 4 shall also adopt rules for the implementation of the state 5 marketing and advertising expenditure plan and shall provide 6 guidance and administrative support to all state agencies 7 related to state agency collaboration in marketing and 8 advertising purchases. 9 6. Members of the task force shall not receive a per diem, 10 shall not be reimbursed for actual and necessary expenses while 11 in attendance at any meeting, and shall not be reimbursed for 12 travel expenses. 13 Sec. 2. EFFECTIVE UPON ENACTMENT AND RETROACTIVE 14 APPLICABILITY. This Act, being deemed of immediate importance, 15 takes effect upon enactment and applies retroactively to April 16 1, 2011. 17 EXPLANATION 18 This bill relates to a state marketing and advertising 19 expenditure plan. 20 The bill establishes a state marketing and advertising 21 expenditures task force. The bill provides that the task 22 force shall review state purchases related to advertising 23 and marketing and develop a state marketing and advertising 24 expenditure plan for collaboration by state agencies in such 25 expenditures. 26 The task force consists of the chief executive officer of 27 the Iowa lottery authority, the director of the department of 28 economic development, the director of the department of public 29 health, the president of the Iowa board of regents, and the 30 president of the Iowa state fair authority, or their respective 31 designees. The director of the department of administrative 32 services, or the director’s designee, shall serve as an ex 33 officio, nonvoting member. Each member agency or authority shall adopt rules 1 for the implementation of the state marketing and advertising 2 expenditure plan, and the department of administrative services 3 shall provide guidance and administrative support to all state 4 agencies related to agency collaborations in marketing and 5 advertising purchases. 6 The Iowa lottery authority shall provide staff assistance 7 and administrative support to the task force. 8 The task force is required to submit its plans to the 9 governor and the general assembly by December 31, 2011. 10 The bill provides that members of the task force shall not 11 receive per diem payments, reimbursements for expenses, or 12 reimbursements for travel. 13 The bill takes effect upon enactment and applies 14 retroactively to April 1, 2011. 15 -3- LSB 2764YC (7) 84 aw/tm 3/ 3
