is
amended
by
adding

following
new
subsection:

Report
semiannually
to
the
general

assembly’s
standing
committees
on
government
oversight

regarding
the
operations
of
Iowa
state
industries.

b.
Report
quarterly
and
annually
to
the
industries
board,

the
governor,
the
auditor
of
state,
and
the
general
assembly
a
7
full
and
complete
statement
of
Iowa
state
industries
revenues
8
and
expenses
for
the
preceding
quarter,
and
with
respect
to
the
9
annual
report,
for
the
preceding
year.

Sec.
2.
Section
904.813,
Code
2011,
is
amended
by
adding
the
11
following
new
subsection:

NEW
SUBSECTION
.
3A.
A
capital
expenditure
in
an
amount
13
exceeding
two
hundred
fifty
thousand
dollars
shall
not
be
14
made
from
the
Iowa
state
industries
revolving
fund
without
15
authorization
by
a
constitutional
majority
of
each
house
of
the
16
general
assembly,
or
approval
by
the
legislative
council
if
the
17
general
assembly
is
not
in
session.

3.
TOILET
PAPER
PRODUCTION
——
EVALUATION
AND
REPORT
19
——
LEGISLATIVE
APPROVAL.
The
state
director
of
Iowa
state
20
industries
shall
prepare
and
submit
a
report
to
the
general
21
assembly’s
standing
committees
on
government
oversight
22
regarding
the
merits
of
the
processing
of
toilet
paper
by
23
Iowa
state
industries
for
utilization
by
inmates
of
state
24
correctional
institutions.
The
report
shall
include
the
25
estimated
costs
to
be
incurred
in
procuring
necessary
26
processing
equipment
and
supplies,
and
the
anticipated
annual
27
savings
to
the
state
resulting
from
utilization
by
inmates.
28
The
report
shall
be
submitted
prior
to
approval
of
a
plan
by
29
the
state
director
to
process
toilet
paper,
and
a
plan
shall
30
not
be
implemented
without
authorization
by
a
constitutional
31
majority
of
each
house
of
the
general
assembly,
or
approval
32
by
the
legislative
council
if
the
general
assembly
is
not
in
33
session.

EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of

takes
effect
upon
enactment.

EXPLANATION
2
This
bill
relates
to
the
administration
of
Iowa
state
3
industries.
4
The
bill
requires
the
state
director
of
Iowa
state
5
industries
to
report
semiannually
to
the
standing
committees
6
on
government
oversight
regarding
the
operations
of
Iowa
state
7
industries.
The
state
director
is
also
required
in
the
bill
8
to
provide
a
report
on
a
quarterly
and
annual
basis
to
the
9
industries
board,
the
governor,
the
auditor
of
state,
and
the
10
general
assembly
containing
a
full
and
complete
statement
of
11
Iowa
state
industries
revenues
and
expenses
for
the
preceding
12
quarter,
and
with
respect
to
the
annual
report,
for
the
13
preceding
year.
14
The
bill
provides
that
no
capital
expenditure
shall
be
made
15
from
the
Iowa
state
industries
revolving
fund
established
16
in
Code
section
904.813
in
excess
of
$250,000
without
17
authorization
by
a
constitutional
majority
of
each
house
of
the
18
general
assembly,
or
approval
by
the
legislative
council
if
the
19
general
assembly
is
not
in
session.

The
bill
additionally
provides
that
the
state
director
21
shall
submit
a
report
to
the
standing
committees
on
government
22
oversight
regarding
the
merits
of
processing
toilet
paper
23
by
Iowa
state
industries
for
utilization
by
inmates
of
24
state
correctional
institutions.
The
bill
requires
the
25
report
to
include
the
estimated
costs
to
be
incurred
in
26

savings
to
the

The
bill
states
that
the
