Section 80E.2, subsection 1, unnumbered 1 paragraph 1, Code 2011, is amended to read as follows: 2 An Iowa drug policy advisory council is established which 3 shall consist of the following fifteen seventeen members: 4 Sec. 2. Section 80E.2, subsection 1, Code 2011, is amended 5 by adding the following new paragraph: 6 NEW PARAGRAPH . 0h. The administrator of the alcoholic 7 beverages division in the department of commerce, or the 8 administrator’s designee. 9 Sec. 3. Section 80E.2, subsection 1, paragraph m, Code 2011, 10 is amended to read as follows: 11 m. A member representing the Iowa peace officers association 12 of chiefs of police and peace officers . 13 Sec. 4. Section 80E.2, subsection 1, Code 2011, is amended 14 by adding the following new paragraph: 15 NEW PARAGRAPH . p. A member representing the Iowa police 16 chiefs association. 17 Sec. 5. Section 80E.2, subsection 2, Code 2011, is amended 18 to read as follows: 19 2. The prosecuting attorney, licensed substance abuse 20 treatment specialist, certified substance abuse prevention 21 specialist, substance abuse treatment program director, member 22 representing the Iowa peace officers association of chiefs 23 of police and peace officers , member representing the Iowa 24 state police association, and the member representing the Iowa 25 state sheriffs’ and deputies’ association , and the member 26 representing the Iowa police chiefs association shall be 27 appointed by the governor, subject to senate confirmation, for 28 four-year terms beginning and ending as provided in section 29 69.19 . A vacancy on the council shall be filled for the 30 unexpired term in the same manner as the original appointment 31 was made. 32 EXPLANATION 33 This bill makes changes related to the membership of the 34 drug policy advisory council. S.F. _____ H.F. _____ is comprised of state officials specified in statute and 1 representatives of law enforcement and substance abuse 2 professions. The representatives of law enforcement and 3 substance abuse professions are appointed to the council by the 4 governor, subject to confirmation by the senate. 5 The bill expands membership of the council from 15 to 6 17 members. The advisory council shall now include the 7 administrator of the alcoholic beverages division of the 8 department of commerce and one representative from the Iowa 9 police chiefs association. The bill also changes the name of 10 the Iowa association of chiefs of police and peace officers to 11 the Iowa peace officers association to reflect the name change 12 made by that association in 2010. 13 The bill makes conforming amendments related to the name 14 change and to the new membership position representing the Iowa 15 police chiefs association. 16 -2- LSB 1193DP (3) 84 aw/sc 2/ 2
