Annually
review
the
comprehensive
plan

emergency
management
program
prepared
pursuant
to
paragraph

“a”
.
In
cooperation
with
the
department
of
human
services,
5
the
administrator
shall
annually
review
the
statewide
system
6
of
disaster
case
management.
By
November
1
of
each
year,
the
7
administrator
shall
submit
a
report
to
the
governor
and
the
8
general
assembly
regarding
the
annual
review
and
any
necessary
9
recommended
changes
for
the
comprehensive
plan
and
emergency
10
management
program
and
for
the
statewide
system
of
disaster
11
case
management.

EXPLANATION
13
This
bill
relates
to
an
annual
review
of
certain
14
disaster-related
programs,
plans,
and
systems.
15
Currently,
the
administrator
of
the
homeland
security
16
and
emergency
management
division
of
the
department
of
17
public
defense
is
required
to
prepare
a
comprehensive
plan
18
and
emergency
management
program
for
homeland
security,
19
disaster
preparedness,
response,
recovery,
mitigation,
20
emergency
operation,
and
emergency
resource
management
of
the
21
state.
Currently,
the
rebuild
Iowa
office,
the
department
22
of
human
services,
and
nonprofit,
voluntary,
and
faith-based
23
organizations
active
in
disaster
recovery
and
response,
24
in
coordination
with
the
homeland
security
and
emergency
25
management
division
establish
a
statewide
system
of
disaster
26
case
management
to
be
activated
following
the
governor’s
27
proclamation
of
a
disaster
emergency
or
the
declaration
of
28
a
major
disaster
by
the
president
of
the
United
States
for
29
individual
assistance
purposes.

The
bill
requires
the
administrator
of
the
homeland
security
31
and
emergency
management
division
to
conduct
an
annual
review
32
of
the
comprehensive
plan
and
emergency
management
program.
33
The
bill
requires
the
administrator,
in
cooperation
with
the
34
department
of
human
services,
to
conduct
an
annual
review
of
