the
fiscal

involved.

Of
the
amount
allocated
to
eligible
services
providers

under
paragraph
“c”,
70
percent
shall
be
distributed
to

the
state’s
accredited
community
mental
health
centers

established
or
designated
by
counties
in
accordance
with
law
22
or
administrative
rule.
If
a
county
has
not
established
or
23
designated
a
community
mental
health
center
and
has
received
24
a
waiver
from
the
mental
health
and
disability
services
25
commission,
the
mental
health
services
provider
designated
26
by
that
county
is
eligible
to
receive
funding
distributed
27
pursuant
to
this
paragraph
in
lieu
of
a
community
mental
health
28
center.
The
funding
distributed
shall
be
used
by
recipients
29
of
the
funding
for
the
purpose
of
developing
and
providing
30
evidence-based
practices
and
emergency
services
to
adults
with
31
a
serious
mental
illness
and
children
with
a
serious
emotional
32
disturbance.
The
distribution
amounts
shall
be
announced
at
33
the
beginning
of
the
federal
fiscal
year
and
distributed
on
34
a
quarterly
basis
according
to
the
formulas
used
in
previous

Recipients
shall

the
statewide
perinatal
care

Thirty-seven
percent

the
university

control

for

fiscal
year
shall
develop
a

use
of
federal
social
services
block
grant
funds

year.

The
proposed
plan
shall
include
all
programs
and
services

at
the
state
level
which
the
department
proposes
to
fund
with

federal
social
services
block
grant
funds,
and
shall
identify

state
and
other
funds
which
the
department
proposes
to
use
to

fund
the
state
programs
and
services.

The
proposed
plan
shall
also
include
all
local
programs
and

services
which

eligible
to

grant
is
available
according
to
the
percentages
that

each
program
is
to
receive
as
specified
in
this
Act.
However,

if
the
governor
determines
that
the
funds
allocated
by
the
22
percentages
will
not
be
sufficient
to
accomplish
the
purposes
23
of
a
particular
program,
or
if
the
appropriation
is
not
24
allocated
by
percentage,
the
governor
may
allocate
the
funds
in
25
a
manner
which
will
accomplish
to
the
greatest
extent
possible

the
purposes
of
the
various
programs
for
which
the
block
grants

available.

governor
