Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:

Right
to
acquire,
keep,
possess,
transport,
carry,
and
use
5
arms.
SEC.
1A.
The
right
of
an
individual
to
acquire,
keep,
6
possess,
transport,
carry,
and
use
arms
to
defend
life
and
7
liberty
and
for
all
other
legitimate
purposes
is
fundamental
8
and
inviolable.
Licensure,
registration,
special
taxation,
9
or
any
other
measure
that
suppresses
or
discourages
the
free
10
exercise
of
this
right
is
forbidden.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
12
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
13
to
the
general
assembly
to
be
chosen
at
the
next
general
14
election
for
members
of
the
general
assembly
and
the
secretary
15
of
state
is
directed
to
cause
the
same
to
be
published
for
16
three
consecutive
months
previous
to
the
date
of
that
election
17
as
provided
by
law.

EXPLANATION
19
This
joint
resolution
proposes
an
amendment
to
the
20
Constitution
of
the
State
of
Iowa
providing
that
the
right
of
21
an
individual
to
acquire,
keep,
possess,
transport,
carry,
22
and
use
arms
to
defend
life
and
liberty
and
for
all
other
23
legitimate
purposes
is
fundamental
and
inviolable.
Licensure,
24
registration,
special
taxation,
or
any
other
measure
that
25
suppresses
or
discourages
the
free
exercise
of
this
right
is
26
forbidden.

The
joint
resolution,
if
adopted,
would
be
referred
to
the
28
next
general
assembly
for
adoption
a
second
time
before
being
29
submitted
to
the
electorate
for
ratification.
