A person acting as an actual or implied agent for a 3 candidate or committee, as defined by chapter 68A, or for 4 a political party or nonparty political organization is 5 prohibited from soliciting or delivering an application for 6 an absentee ballot or collecting for return or returning an 7 application for an absentee ballot. 8 2. A candidate or committee, as defined by chapter 68A, 9 or a political party or nonparty political organization 10 is prohibited from providing financial compensation or 11 reimbursement to employees or volunteers for soliciting or 12 delivering an application for an absentee ballot or collecting 13 for return or returning an application for an absentee ballot. 14 Sec. 2. REPEAL. Section 53.3, Code 2011, is repealed. 15 EXPLANATION 16 This bill prohibits an agent of a candidate or committee, as 17 defined under the state campaign finance law, or of a political 18 party or nonparty political organization from soliciting, 19 delivering, or returning an application for an absentee ballot. 20 The bill repeals the Code section that allowed an agent of a 21 candidate or committee or of a political party to solicit and 22 collect for return applications for absentee ballots if such 23 persons provided the applicant with a receipt. 24 The bill also prohibits a candidate or committee or a 25 political party or nonparty political organization from 26 providing financial compensation or reimbursement to employees 27 or volunteers for soliciting or delivering an application for 28 an absentee ballot or collecting for return or returning an 29 application for an absentee ballot. 30 -1- LSB 2247YC (2) 84 sc/nh 1/ 1
