1.
Section
169.3,
Code
2011,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
5A.
“Embryo
transfer
services”
means
3
providing
any
of
the
following:
4
a.
The
nonsurgical
transfer
or
transplantation
of
fresh
or
5
frozen
livestock
embryos.
6
b.
The
nonsurgical
collection
of
livestock
embryos
or
7
oocytes.

Sec.
2.
Section
169.4,
Code
2011,
is
amended
by
adding
the
9
following
new
subsection:

NEW
SUBSECTION
.
16.
a.
A
person
certified
by
the
board
11
to
provide
embryo
transfer
services
or
pregnancy
testing
of
12
livestock
using
ultrasound
if
the
person
acts
under
the
direct
13
or
indirect
supervision
of
a
licensed
veterinarian
as
provided
14
by
rules
adopted
by
the
board.
A
person
certified
to
perform
15
tasks
listed
in
this
paragraph
shall
be
an
employee
of,
or
16
under
a
contract
to,
the
supervising
licensed
veterinarian.
17
A
person
certified
by
the
board
under
this
subsection
is
not
18
required
to
be
certified
as
a
veterinary
assistant
pursuant
to
19
section
169.20.
20
b.
The
board
shall
formulate,
adopt,
or
revise
rules
21
required
to
implement
paragraph
“a”
in
consultation
with
Iowa
22
state
university,
the
Iowa
veterinary
medical
association,
and
23
the
Iowa
cattlemen’s
association.

Sec.
3.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
25
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION
27
This
bill
authorizes
a
person
to
provide
embryo
transfer
28
services
or
pregnancy
testing
of
livestock
using
ultrasound
29
under
certain
conditions.
The
person
must
be
certified
by
the
30
Iowa
board
of
veterinary
medicine,
act
under
the
direct
or
31
indirect
supervision
of
a
licensed
veterinarian
as
provided
32
by
rules
adopted
by
the
board,
and
be
an
employee
of,
or
33
under
contract
to,
the
supervising
licensed
veterinarian.
In
34
adopting
its
rules
for
certification,
the
board
is
required
to
