H.F. _____ Section 1. Section 53.17, Code 2011, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 5. The person designated by a voter to 3 return a completed absentee ballot may be any person the voter 4 chooses, except that a candidate whose name is on the ballot or 5 an elected official shall not serve as a voter’s designee or 6 otherwise return a ballot under this section. 7 EXPLANATION 8 Current law provides that an absentee voter may designate 9 a person to return the voter’s absentee ballot.
