Resolution
requesting
the
legislative
council

study
committee
related
to
the
duties

city

county
assessors
and
local
boards
of

WHEREAS,
city
and
county
assessors
and
boards
of
5
review
of
assessments
play
an
important
role
in
the
6
functioning
of
the
political
subdivisions
of
this
7
state;
and
8
WHEREAS,
city
and
county
assessors
should
operate
9
under
uniform
hiring,
review,
and
termination
10
procedures
and
uniform
assessment
procedures;
and
11
WHEREAS,
city
and
county
assessors
should
operate
12
transparently
and
be
accountable
for
the
actions
of
the
13
assessor’s
office;
and
14
WHEREAS,
the
appointment
of
boards
of
review
of
15
assessments
should
be
based
upon
specific
criteria
16
related
to
the
functions
of
the
board;
and
17
WHEREAS,
the
operation
of
boards
of
review
of
18
assessments
should
be
uniform
throughout
this
19
state;
NOW
THEREFORE,

BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,

That
the
legislative
council
is
requested
to
authorize
22
a
study
of
the
positions
and
duties
of
city
and
23
county
assessors
and
those
of
boards
of
review
of
24
assessments;
and
25
BE
IT
FURTHER
RESOLVED,
That
the
study
should
26
address
all
issues
of
openness
and
accountability
27
related
to
such
offices
and
boards;
and

RESOLVED,
That
the
study
committee

should
consist
of
ten
members
with
three
members
2
appointed
by
the
speaker
of
the
house,
two
members
3
appointed
by
the
minority
leader
of
the
house,
three
4
members
appointed
by
the
majority
leader
of
the
senate,
5
and
two
members
appointed
by
the
minority
leader
of
the
6
senate;
and
7
BE
IT
FURTHER
RESOLVED,
That
the
study
committee
8
should
meet
for
one
day
without
granting
per
diem
9
payments
to
members
appointed
to
serve
on
the
study
10
committee.
