SUBSECTION

23.
The
reduction
in
the
amount
of
the

appropriation
made
in
this
section
for
FY
2010-2011
by
this

2011
Iowa
Act
shall
be
implemented
by
reducing
the
amount
9
paid
by
the
department
from
this
appropriation
for
community
10
adolescent
pregnancy
prevention
grants
and
family
planning
11
programs
to
any
entity
that
provides
abortions
in
the
state.

Sec.
6.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
13
immediate
importance,
takes
effect
upon
enactment.
14
Sec.
7.
RETROACTIVE
APPLICABILITY.
This
Act
applies
15
retroactively
to
July
1,
2010.

EXPLANATION
17
This
bill
reduces
appropriations
for
FY
2010-2011
under
the
18
purview
of
the
department
of
human
services
and
the
department
19
of
public
health.
20
The
bill
directs
that
the
allocation
to
the
Iowa
21
collaborative
safety
net
provider
network
for
allocation
to
22
Iowa
family
planning
network
agencies
under
the
community
23
capacity
appropriation
to
the
department
of
public
health
is
to
24
be
reduced
by
the
amount
allocated
to
any
entity
that
provides
25
abortions
in
the
state.
26
The
bill
reduces
the
appropriations
to
the
department
of
27
human
services
for
medical
assistance
and
for
child
and
family
28
services
and
the
department
is
directed
to
implement
the
29
reduction
by
reducing
the
amount
paid
by
the
department
to
any
30
entity
that
provides
abortions
in
the
state.
31
The
bill
takes
effect
upon
enactment
and
is
retroactively
32
applicable
to
July
1,
2010.
