H.F. 622 Section 1. 2010 Iowa Acts, chapter 1109, section 1, is 1 amended to read as follows: 2 SECTION 1. ELECTRONIC VEHICLE REGISTRATION AND TITLING —— 3 INTENT —— DELAYED IMPLEMENTATION . 4 1. It is the intent of the general assembly to establish 5 a uniform statewide system to allow electronic transactions 6 for the initial registration and titling of motor vehicles, 7 including electronic applications, electronic issuance of 8 titles, electronic registration, electronic transfer of funds, 9 electronic perfection of liens, and issuance of secure and 10 individually identifiable temporary registration cards , by 11 January 1, 2012 . 12 2. The establishment of a pilot program or a statewide 13 system involving electronic transactions for issuance of 14 titles, registration of vehicles, and issuance of secure 15 and individually identifiable temporary registration cards 16 shall be subject to approval of the general assembly. Before 17 establishing such a pilot program or statewide system, the 18 department of transportation shall submit proposed legislation 19 for consideration by the general assembly. The proposal shall 20 describe the process to be followed to accomplish the remaining 21 components of the statewide electronic registration and titling 22 system intended under this section. 23 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 24 immediate importance, takes effect upon enactment. 25 EXPLANATION 26 This bill amends a provision in 2010 Iowa Acts, chapter 1109, 27 which expresses the intent of the general assembly to establish 28 a uniform statewide system to allow electronic transactions 29 for the initial registration and titling of motor vehicles by 30 January 1, 2012. The bill strikes the 2012 target date, but 31 leaves intact the intent to establish the system. The 2010 32 legislation lists five components of the proposed system, and 33 development of two of those components, electronic transfer 34 of funds and electronic perfection of liens, is proceeding as 35 -1- LSB 2429HV (2) 84 dea/nh 1/ 2
H.F. 622 intended. 1 The bill requires legislative approval before the remaining 2 components of the system, electronic transactions for issuance 3 of titles, registration of vehicles, and issuance of secure 4 and individually identifiable temporary registration cards, 5 are implemented.
