1.
Section
34A.7A,
subsection
2,
Code
2011,
is
1
amended
by
adding
the
following
new
paragraph:

PARAGRAPH
.
0g.
The
program
manager
shall
allocate
fifty
3
percent
of
the
total
amount
of
surcharge
generated
per
calendar
4
quarter,
or
the
maximum
amount
remaining
after
the
allocations
5
under
paragraphs
“a”
through
“f”
if
less,
to
each
joint
E911
6
service
board
on
a
prorated
basis
based
upon
the
proportion
7
of
E911
surcharge
revenue
collected
from
each
county,
to
be
8
utilized
for
public
safety,
communications,
and
emergency
9
management
projects
specified
by
the
respective
service
boards.
10
The
allocation
pursuant
to
this
paragraph
shall
continue
for
11
a
twenty-year
period
beginning
in
the
fiscal
year
commencing
12
July
1,
2011,
and
ending
June
30,
2031.
The
maximum
amount
13
allocated
to
a
county
pursuant
to
this
paragraph
shall
be
a
14
total
of
eight
million
dollars,
and
any
excess
which
would
15
otherwise
be
allocated
to
that
county
shall
be
allocated
to
16
each
other
county
within
the
state
which
has
not
reached
the
17
eight
million
dollar
maximum
allocation
on
a
prorated
basis.

Sec.
2.
Section
34A.7A,
subsection
2,
paragraph
g,
Code

2011,
is
amended
to
read
as
follows:

g.
If
moneys
remain
in
the
fund
after
fully
paying
all
21
obligations
under
paragraphs
“a”
through
“f”
“0g”
,
the
remainder
22
may
be
accumulated
in
the
fund
as
a
carryover
operating
23
surplus.
This
surplus
shall
be
used
to
fund
future
phase
24
2
network
and
public
safety
answering
point
improvements
25
and
wireless
carriers’
transport
costs
related
to
wireless
26
E911
services,
if
those
costs
are
not
otherwise
recovered
by
27
wireless
carriers
through
customer
billing
or
other
sources
and
28
approved
by
the
program
manager.
Notwithstanding
section
8.33
,
29
any
moneys
remaining
in
the
fund
at
the
end
of
each
fiscal
year
30
shall
not
revert
to
the
general
fund
of
the
state
but
shall
31
remain
available
for
the
purposes
of
the
fund.

EXPLANATION

This
bill
allocates
50
percent
of
E911
wireless
surcharge

revenue,
or
the
maximum
amount
remaining
after
other

contained
in
Code
section
34A.7A,

if
less,
to
each

The
allocation

20-year
period,
and
be
distributed
on
a

surcharge

The
bill
specifies
that

the
maximum
amount
to
be
allocated
to
any
one
county
pursuant
8
to
the
surcharge
shall
not
exceed
$8
million.
