1.
Section
163.2,
subsection
5,
Code
2011,
is

amended
to
read
as
follows:

“Infectious
or
contagious
disease”
means
glanders,
farcy,

maladie
du
coit
(dourine),
anthrax,
foot
and
mouth
disease,
4
scabies,
hog
cholera,
tuberculosis,
brucellosis,
vesicular
5
exanthema,
scrapie,
rinderpest,
avian
influenza
or
Newcastle
6
disease
as
provided
in
chapter
165B
,
pseudorabies
as
provided
7
in
chapter
166D,
or
any
other
transmissible,
transferable,
or
8
communicable
disease
so
designated
by
the
department.

2.
NEW
SECTION
.
163.32
Exhibitions.

1.
As
used
in
this
section,
“exhibition”
means
an
exhibit,
11
demonstration,
show,
or
competition
involving
swine
which
12
occurs
as
follows:
13
a.
As
part
of
an
event
on
the
Iowa
state
fairgrounds
under
14
the
control
of
the
Iowa
state
fair
authority
under
chapter
173.
15
b.
A
fair
event
under
the
control
of
a
fair
under
chapter
16
174.
17
c.
An
event
classified
as
an
exhibition
by
rules
adopted
by
18
the
department.

2.
This
section
applies
to
swine
which
is
moved
from
a
20
premises
to
the
location
where
an
exhibition
occurs.

3.
The
sponsor
of
an
exhibition
must
retain
a
veterinarian
22
licensed
pursuant
to
chapter
169
to
supervise
the
health
23
of
swine
moved
to
the
location
of
the
exhibition.
The
24
veterinarian
shall
submit
an
exhibition
report
to
the
25
department
on
a
form
and
according
to
procedures
required
by
26
the
department.
The
exhibition
report
must
contain
information
27
required
by
the
department
which
must
at
least
include
all
of
28
the
following:
29
a.
The
name
of
the
exhibition
and
the
address
of
its
30
location.
31
b.
The
name
and
address
of
the
veterinarian.
32
c.
The
date
that
the
exhibition
occurred.
33
d.
The
name
and
address
of
the
owner
of
the
swine.

e.
The
address
of
the
premises
from
which
the
swine
was

moved
to
the
exhibition.
The
exhibition
report
must
also
1
include
the
address
of
the
premises
to
which
the
swine
was

moved
after
the
exhibition
if
such
premises
is
a
different

premises.

3.
Section
166D.2,
Code
2011,
is
amended
by
adding
the
5
following
new
subsection:

“Exhibition”
means
the
same
as
defined

in
section
163.32.

166D.13,
subsection
2,
Code
2011,
is
amended

by
striking
the
subsection.

Sec.
5.
EFFECTIVE
DATE.
This
Act
takes
effect
on
January
11
1,
2012.

EXPLANATION
13
This
bill
provides
for
the
movement
of
swine
from
their
14
premises
to
an
exhibition
and
back
to
their
original
premises
15
or
to
a
new
premises
under
Code
chapter
163,
subchapter
III,
16
which
regulates
the
movement
of
swine
to
control
infectious
17
or
contagious
diseases.
The
Code
chapter
is
administered
and
18
enforced
by
the
department
of
agriculture
and
land
stewardship.
19
The
bill
provides
that
an
exhibition
occurs
as
part
of
the
20
state
fair
or
a
county
fair
or
other
event
designated
by
the
21
department.
22
The
bill
provides
that
the
sponsor
of
the
exhibition
must
23
retain
a
licensed
veterinarian.
The
veterinarian
must
submit
24
an
exhibition
report
to
the
department.
The
exhibition
25
report
must
contain
information
regarding
the
exhibition,
the
26
veterinarian,
the
owner
of
the
swine,
and
the
original
and
27
receiving
premises.
28
The
bill
amends
a
provision
in
Code
chapter
166D
which
29
provides
for
the
control,
movement,
and
eradication
of
30
pseudorabies,
a
disease
afflicting
swine
populations.
The
bill
31
eliminates
a
provision
that
requires
that
swine
returning
from
32
an
exhibition
to
its
premises
or
moved
to
a
purchaser’s
herd
33
following
an
exhibition
or
consignment
sale
must
be
isolated
34
and
retested
negative
for
the
disease
within
60
days
after
35
