Section 20.22, subsection 7, paragraph d, Code 1 2011, is amended by striking the paragraph. 2 EXPLANATION 3 Current law requires an arbitrator of a public employee 4 collective bargaining agreement to consider as a factor in 5 arbitration the power of a public employer to levy taxes and 6 appropriate funds for the conduct of its operations.
