Section
237A.13,
subsection
2,
Code
2011,
is

amended
to
read
as
follows:

a.
The
department
shall
review
a
family’s
eligibility
3
for
the
program
at
least
every
twelve
months.
4
b.
(1)
Services
under
the
program
may
be
provided
in
a
5
licensed
child
care
center,
a
child
development
home,
the
home
6
of
a
relative,
the
child’s
own
home,
a
child
care
home,
or
in
a
7
facility
exempt
from
licensing
or
registration.

(2)
If
services
under
the
program
are
provided
in
a
location
9
other
than
the
child’s
own
home,
the
location
shall
be
subject
10
to
an
on-site
health
and
safety
inspection.
The
inspection
11
shall
be
performed
prior
to
provision
of
program
services
in
12
the
location.
A
location
that
has
successfully
completed
an
13
on-site
child
care
health
and
safety
inspection
authorized
by
14
the
department
as
part
of
child
care
regulatory
requirements
15
shall
be
deemed
to
have
met
the
requirements
of
this
paragraph.

EXPLANATION
17
This
bill
relates
to
eligibility
reviews
and
provider
18
requirements
for
participation
in
the
state
child
care
19
assistance
program
established
in
Code
section
237A.13
and
20
administered
by
the
department
of
human
services.

Consistent
with
federal
requirements
for
the
program,
22
current
law
provides
that
services
may
be
provided
in
a
23
licensed
child
care
center,
a
child
development
home,
the
home
24
of
a
relative,
the
child’s
own
home,
a
child
care
home,
or
in
a
25
facility
exempt
from
licensing
or
registration.
26
The
bill
requires
the
department
to
review
a
family’s
27
eligibility
for
the
program
at
least
every
12
months.
28
The
bill
requires
that
if
services
under
the
program
are
29
provided
in
a
location
other
than
the
child’s
own
home,
the
30
location
is
subject
to
an
on-site
health
and
safety
inspection.

The
