Section
1.
Section
321.210A,
subsection
1,
Code
2011,
is
1
amended
by
adding
the
following
new
paragraph:

PARAGRAPH
.
d.
When
a
person
has
entered
into
an
3
installment
agreement
pursuant
to
section
321.210B
and
4
during
the
period
of
the
agreement
the
department
receives
5
notification
from
an
insurance
carrier
that
the
person’s
6
insurance
was
canceled
or
terminated
pursuant
to
section
7
321A.22
or
proof
of
financial
responsibility
is
no
longer
on
8
file
with
the
department
for
such
a
person
as
required
by
9
section
321A.17,
the
department
shall
suspend
the
person’s
10
driver’s
license.
The
person’s
license
shall
be
reinstated
11
upon
receipt
of
proof
of
financial
responsibility
for
the
12
person.

Sec.
2.
Section
321.210B,
subsection
5,
Code
2011,
is
14
amended
to
read
as
follows:

5.
Upon
receipt
of
the
report
from
the
clerk
of
the
district
16
court
,
and
payment
of
the
reinstatement
fee
as
provided
in
17
section
321.191
,
and
proof
of
financial
responsibility
as
18
defined
in
section
321A.1,
the
department
shall
immediately
19
reinstate
the
driver’s
license
of
the
person
unless
the
20
driver’s
license
of
the
person
is
otherwise
suspended,
revoked,
21
denied,
or
barred
under
another
provision
of
law.

Sec.
3.
Section
321.210B,
subsection
6,
Code
2011,
is
23
amended
by
striking
the
subsection.

Sec.
4.
Section
321.210B,
Code
2011,
is
amended
by
adding
25
the
following
new
subsection:

9A.
Upon
notification
from
an

insurance
carrier
that
a
person’s
insurance
was
canceled
or

terminated
pursuant
to
section
321A.22
or
proof
of
financial
29
responsibility
is
no
longer
on
file
with
the
department
as
30
required
by
section
321A.17,
the
department
shall
suspend
31
the
driver’s
license
of
the
person
as
provided
in
section
32
321.210A.
For
purposes
of
suspension
and
reinstatement
of
the
33
driver’s
license
of
the
person,
the
suspension
and
subsequent
34
reinstatement
shall
be
considered
a
suspension
pursuant
to

EXPLANATION
2
This
bill
relates
to
installment
agreements
entered
into
3
with
a
county
attorney
or
the
centralized
collection
unit
of
4
the
department
of
revenue
by
a
person
who
driver’s
license
has
5
been
suspended
for
failure
to
pay
a
fine,
penalty,
surcharge,
6
or
court
cost.
7
A
person
required
to
file
proof
of
financial
responsibility
8
with
the
department
of
transportation
to
operate
a
motor
9
vehicle
under
Code
chapter
321A
and
who
enters
into
an
10
installment
agreement
pursuant
to
Code
section
321.210B,
shall
11
file
and
maintain
proof
of
financial
responsibility
with
the
12
department
of
transportation
under
the
bill.
If
the
insurance
13
is
canceled
or
terminated
or
proof
of
financial
responsibility
14
is
no
longer
on
file
with
the
department
of
transportation
15
while
the
person
has
entered
into
an
installment
agreement,
the
16
bill
requires
the
person’s
driver’s
license
to
be
suspended
17
under
Code
section
321.210A.
18
“Proof
of
financial
responsibility”
is
defined
in
Code
19
section
321A.1(11).
