H.F. 387 Section 1. FINANCIAL PROCESSES —— REVIEW. 1 1. The department of administrative services, in 2 consultation with the department of management, shall implement 3 and administer a procedure for reviewing the financial 4 processes of each state agency. The financial processes to 5 be reviewed include accounting and servicing claims, timely 6 payments of vendors, settlement of payment disputes, and 7 reduction of errors in the claims process. The reviews shall 8 be completed in an expedited manner. At the completion of 9 the review of each agency, the department of administrative 10 services shall submit a report to the general assembly 11 regarding the findings and recommendations of the department. 12 2. The department of human services shall be the first 13 department reviewed by the department of administrative 14 services. The review of the department of human services shall 15 be completed by September 1, 2011. 16 EXPLANATION 17 This bill relates to a review of certain financial processes 18 of state agencies. 19 The bill provides that the department of administrative 20 services, in consultation with the department of management, 21 shall implement and administer a procedure for reviewing the 22 financial processes of each state agency. The financial 23 processes to be reviewed include accounting and servicing 24 claims, timely payments of vendors, settlement of payment 25 disputes, and reducing errors in the claims process. The bill 26 includes a reporting requirement.
