H.F. 371 Section 1. Section 256.11, subsection 9A, Code 2011, is 1 amended by striking the subsection. 2 Sec. 2. Section 256.11A, subsection 1, paragraph b, Code 3 2011, is amended by striking the paragraph. 4 Sec. 3. Section 256.11A, subsection 2, Code 2011, is amended 5 to read as follows: 6 2. A request for a waiver filed by the board of directors 7 of a school district pursuant to subsection 1 shall describe 8 actions being taken by the district to meet the requirement for 9 which the district has requested a waiver. A school district 10 cannot request a waiver of a requirement under subsection 1 if 11 it met the requirements of section 256.11, subsection 9 , 9A, or 12 9B, as applicable, in the previous school year. 13 Sec. 4. Section 257.31, subsection 5, paragraph m, Code 14 2011, is amended to read as follows: 15 m. The addition of one or more teacher librarians pursuant 16 to section 256.11, subsection 9 , one or more guidance 17 counselors pursuant to section 256.11, subsection 9A , or one or 18 more school nurses pursuant to section 256.11, subsection 9B . 19 EXPLANATION 20 This bill strikes a requirement that a school district 21 have a qualified guidance counselor licensed by the board 22 of educational examiners, strikes the goal of having one 23 qualified guidance counselor for every 350 students enrolled 24 in a school district, strikes a provision requiring the state 25 board of education to establish in rule a definition of and 26 standards for an articulated sequential kindergarten through 27 grade 12 guidance and counseling program, strikes a provision 28 that authorizes the school budget review committee to grant 29 supplemental aid or modified allowable growth to school 30 districts adding one or more guidance counselors, and makes 31 conforming changes and eliminates related out-of-date language. 32 -1- LSB 2531YH (3) 84 kh/nh 1/ 1
