H.F. 368 Section 1. NEW SECTION . 262.94 Reporting concerning school 1 for the deaf and Iowa braille and sight saving school. 2 When the general assembly is not in regular session, the 3 state board of regents shall report monthly to the general 4 assembly’s standing committees on education and government 5 oversight concerning the status of the school for the deaf at 6 Council Bluffs and the Iowa braille and sight saving school at 7 Vinton. The report shall include any activity by the state 8 board, school staff, or the department of management to develop 9 a plan, program, or fiscal analysis that is described by or 10 would meet the requirements of section 270.10. 11 EXPLANATION 12 This bill requires regular reporting by the state board of 13 regents concerning the status of the school for the deaf and 14 the Iowa braille and sight saving school in new Code section 15 262.94. The reports are to be made monthly to the general 16 assembly’s standing committees on education and government 17 oversight when the general assembly is not in regular session. 18 The report is required to include any activity by the state 19 board, school staff, or the department of management to develop 20 a plan, program, or fiscal analysis that is described by or 21 would meet the requirements of Code section 270.10. Code 22 section 270.10 prohibits the state board from merging or 23 closing the two schools unless the department of management 24 submits to the general assembly a comprehensive plan, program, 25 and fiscal analysis, the general assembly considers the 26 documents, and legislation is enacted authorizing the merger 27 or closing. 28 -1- LSB 2460HH (2) 84 jp/sc 1/ 1
