Section
1.
Section
331.907,
subsection
1,
Code
2011,
is
1
amended
to
read
as
follows:

1.
The
annual
compensation
of
the
auditor,
treasurer,
3
recorder,
sheriff,
county
attorney,
and
supervisors
shall
4
be
determined
as
provided
in
this
section
.
The
county
5
compensation
board
annually
shall
review
the
compensation
paid
6
to
comparable
officers
in
other
counties
of
this
state,
other
7
states,
private
enterprise,
and
the
federal
government.
In
8
reviewing
the
compensation
paid
to
county
officers,
the
county
9
compensation
board
may
consider
the
value
of
all
employee
10
benefits,
including
but
not
limited
to
group
insurance,
health
11
care,
and
retirement
benefits.
In
setting
the
salary
of
the
12
county
sheriff,
the
county
compensation
board
shall
consider
13
setting
the
sheriff’s
salary
so
that
it
is
comparable
to
14
salaries
paid
to
professional
law
enforcement
administrators
15
and
command
officers
of
the
state
patrol,
the
division
of
16
criminal
investigation
of
the
department
of
public
safety,
and
17
city
police
agencies
in
this
state.
The
county
compensation
18
board
shall
prepare
a
compensation
schedule
for
the
elective
19
county
officers
for
the
succeeding
fiscal
year
,
and
may
in
20
this
schedule
recommend
reductions
in
salary
for
all
elective
21
county
officers
.
A
recommended
compensation
schedule
requires
22
a
majority
vote
of
the
membership
of
the
county
compensation
23
board.

2.
Section
331.907,
subsection
2,
Code
2011,
is
amended

to
read
as
follows:

2.
At
the
public
hearing
held
on
the
county
budget
as
27
provided
in
section
331.434
,
the
county
compensation
board
28
shall
submit
its
recommended
compensation
schedule
for
the
29
next
fiscal
year
to
the
board
of
supervisors
for
inclusion
30
in
the
county
budget.
The
board
of
supervisors
shall
review
31
the
recommended
compensation
schedule
for
the
elected
county
32
officers
and
determine
the
final
compensation
schedule
which
33
shall
not
exceed
the
compensation
schedule
recommended
by
34
the
county
compensation
board.

compensation
schedule
if
the
board
of
supervisors
wishes
to
1
reduce
the
amount
of
the
recommended
compensation
schedule,

the
amount
of
salary
increase
or
reduction
proposed
for
each
3
elected
county
officer,
except
as
provided
in
subsection
3
,
4
shall
be
reduced
an
equal
percentage
,
and
such
percentage
5
reduction
determined
by
the
board
of
supervisors
may
exceed
6
the
amount
of
the
increase
or
reduction
recommended
by
the
7
county
compensation
board
.
A
copy
of
the
final
compensation
8
schedule
shall
be
filed
with
the
county
budget
at
the
office
9
of
the
director
of
the
department
of
management.
The
final
10
compensation
schedule
takes
effect
on
July
1
following
its
11
adoption
by
the
board
of
supervisors.

EXPLANATION
13
This
bill
allows
county
compensation
boards
to
recommend
14
salary
reductions
for
all
elective
county
officers.
The
15
bill
also
permits
the
county
compensation
boards
to
consider
16
employee
benefits
such
as
group
insurance,
health
care,
and
17
retirement
plans
in
developing
salary
recommendations.
18
The
bill
allows
the
board
of
supervisors
to
either
increase
19
a
recommended
percentage
reduction
to
a
higher
percentage
20
reduction
or
reduce
a
recommended
percentage
increase
in
salary
21
for
each
elected
county
officer
based
upon
the
compensation
22
schedule
recommended
by
the
county
compensation
board.
