H.F. 2302 Section 1. NEW SECTION . 280.13D Out-of-season student 1 athletics. 2 1. For purposes of this section: 3 a. “In season” for a particular interscholastic athletic 4 activity means the period, whether or not occurring during 5 the school year, from the official first day of practice 6 beginning an athletic season until the finals of tournament 7 play concluding the athletic season. 8 b. “Out-of-season” for a particular interscholastic athletic 9 activity means the period, whether or not occurring during the 10 school year, which is not in season. 11 c. “School coaching personnel” means persons, whether 12 school employees or volunteers, who engage in coaching of 13 interscholastic athletic activities for school districts or 14 nonpublic schools. 15 d. “Student athlete” means a student who participates in a 16 particular interscholastic athletic activity. 17 2. School coaching personnel shall be prohibited from 18 having contact with a student athlete out of season if such 19 contact interferes with student academics or with student 20 participation in an interscholastic athletic activity which is 21 in season. School coaching personnel shall not otherwise be 22 prohibited from having contact with a student athlete out of 23 season. 24 3. A student athlete shall not be subject to any penalty 25 for choosing not to participate in any activity relating to 26 an interscholastic athletic activity if such activity occurs 27 out of season for that particular interscholastic athletic 28 activity. 29 EXPLANATION 30 This bill prohibits school coaching personnel from 31 having contact with a student athlete out of season if such 32 contact interferes with student academics or with student 33 participation in an interscholastic athletic activity which is 34 in season. H.F. 2302 shall not otherwise be prohibited from having contact with a 1 student athlete out of season. The bill also provides that 2 a student athlete shall not be subject to any penalty for 3 choosing not to participate in any activity relating to an 4 interscholastic athletic activity which occurs out of season 5 for that interscholastic athletic activity.
