H.F. 2190 Section 1. Section 476.6, subsection 16, Code Supplement 1 2011, is amended by adding the following new paragraph: 2 NEW PARAGRAPH . i. The board shall establish and coordinate 3 an energy audit program pursuant to which energy audits shall 4 be performed in connection with each elementary or secondary 5 public school building in the state utilized as an attendance 6 center. The board shall establish by rule criteria for the 7 audits, which shall include, at a minimum, an inspection of 8 the school building, assessment of the building’s current 9 energy efficiency, and recommendations for energy-efficient 10 upgrades or improvements. The selection of one or more 11 entities or organizations to conduct the audits, and a proposed 12 timetable for the performance of the audits and submission 13 of audit results, shall be at the discretion of the board. 14 Each school district in the state shall submit to the board a 15 list of school buildings located within the school district 16 by September 1, 2012. The goal of the program shall be to 17 complete all audits by January 1, 2014, but the board may grant 18 extensions of time in the board’s discretion upon request by 19 the entity performing the audit or a school district. The 20 board shall submit a status report to the general assembly by 21 January 1, 2013, and by January 1 each year thereafter until 22 all audits have been completed. 23 EXPLANATION 24 This bill directs the Iowa utilities board to establish 25 and coordinate an energy audit program pursuant to which 26 energy audits shall be performed in connection with each 27 elementary or secondary school building in the state utilized 28 as an attendance center. The bill provides that the board 29 shall establish by rule criteria for the audits, which shall 30 include, at a minimum, an inspection of the school building, 31 assessment of the building’s current energy efficiency, and 32 recommendations for energy-efficient upgrades or improvements. 33 The bill requires each school district to submit to the 34 board a list of school buildings located within the district 35 -1- LSB 5641YH (5) 84 rn/nh 1/ 2

The bill provides that selection of one 1 or more entities or organizations to perform the audits, and 2 a proposed timetable for the performance of the audits and 3 submission of audit results to the board, is in the board’s 4 discretion. The bill specifies a general goal of completion 5 of all audits by January 1, 2014, but states that the board may 6 grant extensions of time in the board’s discretion upon request 7 by an entity performing an audit or a school district.
