1.
For
purposes
of
this
section,
unless
the
context
3
otherwise
requires,
“appliance
recycling”
means
the
process
4
of
disassembling
a
discarded
appliance
and
removing
hazardous
5
components
for
environmentally
sound
disposal
prior
to
the
6
metal
in
the
appliance
being
recycled.

2.
The
department
shall
adopt
construction
standards
8
for
buildings
intended
to
be
used
for
purposes
of
appliance
9
recycling.

3.
Prior
to
commencing
a
construction
project
for
a
building
11
intended
to
be
used
for
appliance
recycling
purposes,
a
person
12
shall
apply
for
a
construction
permit
under
this
section.
The
13
department
shall
impose
a
construction
permit
fee
of
not
less
14
than
one
thousand
dollars.

4.
An
appliance
recycling
construction
permit
fund
16
is
created
in
the
state
treasury
under
the
control
of
the
17
department.
Permit
fees
collected
by
the
department
pursuant
18
to
this
section
shall
be
deposited
in
the
fund
and
are
19
appropriated
to
the
department
for
purposes
of
administering
20
the
departmental
duties
of
this
section.

EXPLANATION
22
This
bill
relates
to
construction
permits
for
appliance
23
recycling
buildings.
24
The
bill
defines
the
term
“appliance
recycling”
to
mean
the
25
process
of
disassembling
a
discarded
appliance
and
removing
26
hazardous
components
for
environmentally
sound
disposal
prior
27
to
the
metal
in
the
appliance
being
recycled.
28
The
bill
requires
the
department
of
natural
resources
to
29
adopt
construction
standards
for
buildings
intended
to
be
30
used
for
purposes
of
appliance
recycling.
The
bill
creates
31
a
permitting
process
for
construction
projects
for
buildings
32
intended
to
be
used
for
appliance
recycling
purposes
and
33
requires
the
department
to
impose
a
construction
permit
fee
of
34
not
less
than
$1,000.
The
bill
creates
an
appliance
recycling
