There is appropriated 1 from the general fund of the state to the state board of 2 regents for the fiscal year beginning July 1, 2012, and ending 3 June 30, 2013, the following amounts, or so much thereof as is 4 necessary, to be used for the purposes designated: 5 1. Section 261.103, subsection 3, Code 2011, is amended 21 to read as follows: 22 3. The amount of the grant shall not exceed a student’s 23 yearly financial need or three five thousand five hundred 24 dollars, whichever is less. If the student is attending or 25 seeking to enroll in an accredited private institution, fifty 26 percent of the amount of the grant shall be provided by the 27 accredited private institution and fifty percent shall be 28 provided by the commission from state funds appropriated for 29 that purpose. 30 Sec. 3. Section 262.92, subsection 1, Code 2011, is amended 31 to read as follows: 32 1. The board of regents shall establish or contract to 33 establish college-bound programs to provide Iowa minority 34 students with information and experiences relating to 35 -1- LSB 5412HH (3) 84 kh/rj 1/ 6
H.F. 2186 opportunities offered at the regents’ universities. 1 a. Programs developed for students in grade five, which 2 shall be known as college-possible programs, shall include 3 partnerships of not less than six weeks’ duration that link 4 institutions of higher learning governed by the state board 5 of regents with classrooms whose student populations are 6 largely comprised of low-income minorities underrepresented 7 in college attendance. Program activities shall be planned 8 and developed for all members of each student’s family and 9 shall at a minimum provide access to information and tools 10 for college preparation, admission, and success, and shall 11 create networks that support college attendance. Program 12 elements shall include measures for smoothing the transition 13 to middle school, the importance of coursework selection and 14 achievement, and identifying and participating in beneficial 15 extracurricular activities, and may include other college 16 preparation activities. 17 b. Programs developed for students in grades seven through 18 twelve may include , but are not limited to , the following 19 elements: 20 a. (1) Reinforcement of efforts to attract undergraduate 21 students from age groups currently served by traditional 22 methods of outreach which use high school and community college 23 services. 24 b. (2) Extension of traditional student recruitment methods 25 which are designed to encourage minority students in grades 26 seven through twelve to pursue postsecondary academic courses 27 of study. 28 c. (3) Identification, at each of the regents’ 29 universities, of courses of study to be targeted for the 30 recruitment of minority students. 31 d. (4) Offerings at the regents’ universities of innovative 32 programs, which are experience oriented, for families with 33 minority children. 34 Sec. 4. A college go center program is established under the 1 state board of regents to promote college awareness and provide 2 secondary school students and their families with resources and 3 guidance to prepare and plan for college by serving as a point 4 of coordination that connects students and their families and 5 teachers with qualified coordinators, postsecondary student 6 volunteers or peer educators, school system and community 7 volunteers, career and guidance counselors, postsecondary 8 representatives, and community, labor, and business centers and 9 programs. 10 2. Institutions of higher education governed by the state 11 board of regents may do the following: 12 a. Facilitate partnerships with secondary schools, 13 communities, business and industry, labor, and nonprofit 14 organizations that result in the creation and implementation 15 of college go centers. 16 b. Assist college go center organizers in targeting funding 17 resources, including but not limited to assistance with local, 18 state, and federal grant applications; and promoting successful 19 fundraising activities, ideas, and events in assisting college 20 go centers. 21 c. Develop and distribute to college go centers parental and 22 family outreach strategies that assist parents in supporting 23 and motivating their children to pursue college goals and that 24 provide parents with tools to help children plan and prepare 25 for college. 26 Sec. 5. NEW SECTION . 262.95 Science bound program. 27 1. Iowa state university of science and technology 28 shall establish a precollegiate, science bound program that 29 is designed to increase the number of ethnically diverse 30 Iowa students who pursue degrees in agriculture, science, 31 technology, engineering, or mathematics; educate students and 32 parents about college and career planning; raise teachers’ 33 expectations of students’ academic abilities and career 34 aspirations; provide students with more rigorous course 35 -3- LSB 5412HH (3) 84 kh/rj 3/ 6
H.F. 2186 expectations and academic support; identify, develop, and 1 implement learning opportunities to meet students’ specific 2 academic needs; provide experiences for students to observe 3 and participate with professionals engaged in science and 4 technology careers and interact with professional scientists, 5 engineers, and technologists; and provide tuition scholarships 6 for students who are admitted to the university and major in a 7 science-related field. 8 2. The program shall include the provision of teacher 9 enrichment opportunities, teacher resources, and professional 10 development; parent workshops and mandatory parental 11 involvement; and activities such as regular meetings with 12 teachers, visits to the university’s campus, summer academic 13 programs, overnight retreats, and study tables. 14 3. The university shall provide core administrative and 15 financial support, including but not limited to full-tuition 16 scholarships for students who were invited to participate in 17 the program when enrolled in grades seven through nine and who 18 successfully meet all of the following requirements: 19 a. Participated in at least seventy-five percent of required 20 program activities, including satisfactory completion of a 21 science fair project and an essay demonstrating a desire to 22 participate in and learn from the science bound program. 23 b. Met high school graduation requirements and the 24 university’s admission requirements. 25 c. Achieved a cumulative high school grade point average 26 of at least three points on a four-point grade scale or its 27 equivalent if another grade scale is used. 28 d. Declares a major in a technical degree program at the 29 university. 30 e. Presents yearly a satisfactory justification for 31 continuation of the tuition scholarship. 32 EXPLANATION 33 This bill appropriates moneys for the 2012-2013 fiscal 34 year from the general fund of the state to the state board of 35 -4- LSB 5412HH (3) 84 kh/rj 4/ 6
H.F. 2186 regents to fund programs established or expanded by the bill. 1 The bill increases the maximum annual grant amount a student 2 may be awarded under the minority academic grants for economic 3 success program from $3,500 to $5,000; directs the state board 4 of regents to establish college-possible programs for students 5 in grade five and a college go center program; and directs Iowa 6 state university to establish the science bound program, a 7 precollegiate program that is designed to increase the number 8 of ethnically diverse Iowa students who pursue degrees in 9 agriculture, science, technology, engineering, or mathematics, 10 and award successful science bound program participants 11 full-tuition scholarships. 12 The college-possible programs shall include partnerships 13 of not less than six weeks’ duration that link regents 14 universities with grade five classrooms whose student 15 populations are largely comprised of low-income minorities 16 underrepresented in college attendance. Program activities 17 must be planned and developed for the students’ families 18 and provide access to information and tools for college 19 preparation, admission, and success. H.F. 2186 programs. 1 The science bound program must educate students and parents 2 about college and career planning; raise teachers’ expectations 3 of students’ academic abilities and career aspirations; 4 provide students with more rigorous course expectations and 5 academic support; identify, develop, and implement learning 6 opportunities to meet students’ specific academic needs; and 7 provide experiences for students to observe and participate in 8 science and technology careers and interact with professional 9 scientists, engineers, and technologists. 10 The program shall include the provision of teacher 11 enrichment opportunities, teacher resources, and professional 12 development; parent workshops and mandatory parental 13 involvement; and activities such as regular meetings with 14 teachers, visits to the university’s campus, summer academic 15 programs, overnight retreats, and study tables. 16 The requirements participants must meet to qualify for 17 full-tuition scholarships include participation in 75 percent 18 of required program activities, successfully meeting high 19 school graduation requirements and the university’s admission 20 requirements, achieving a cumulative high school grade point 21 average of at least 3.0 on a 4.0 grade scale, declaring a 22 major in a technical degree program, and presenting yearly a 23 satisfactory justification for continuation of the tuition 24 scholarship. 25 -6- LSB 5412HH (3) 84 kh/rj 6/ 6
