H.F. 2172 Section 1. NEW SECTION . 476A.6A Prohibition on 1 weapons-grade reprocessing. 2 The board shall not issue a certificate for a new nuclear 3 generating facility if it finds that the applicant plans to 4 reprocess spent fuel produced by the proposed plant into 5 weapons-grade plutonium or any other weapons-grade material 6 either at the plant or elsewhere in the state. 7 EXPLANATION 8 This bill provides that the Iowa utilities board shall not 9 issue a certificate of public convenience, use and necessity 10 for the construction, maintenance, and operation of a nuclear 11 generating facility if it determines that an applicant plans 12 to reprocess spent fuel produced by the proposed plant into 13 weapons-grade plutonium or another weapons-grade material, 14 either at the plant or elsewhere in the state. 15 -1- LSB 5065YH (3) 84 rn/nh 1/ 1
