1.
COUNTY

STRATEGIC
PLAN.
Notwithstanding
section
331.439,
subsection
3
1,
paragraph
“b”,
subparagraph
(3),
counties
are
not
required
4
to
submit
a
three-year
strategic
plan
by
April
1,
2012,
to
the
5
department
of
human
services.
A
county’s
strategic
plan
in
6
effect
as
of
the
effective
date
of
this
section
shall
remain
in
7
effect,
subject
to
modification
as
necessary
to
conform
with
8
statutory
changes
affecting
the
plan.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
10
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION
12
This
bill
relates
to
county
mental
health,
mental
13
retardation,
and
developmental
disabilities
services
management
14
plan
requirements
by
providing
that
counties
are
not
required
15
to
submit
the
three-year
strategic
plan
by
April
1,
2012,
16
as
specified
in
Code
section
331.439(1)(b)(3).
The
initial
17
strategic
plan
was
required
to
be
submitted
on
April
1,
2000,
18
and
then
on
April
1
every
three
years
after
that.
19
The
bill
provides
that
the
county’s
strategic
plan
in
effect
20
as
of
the
effective
date
of
the
bill
remains
in
effect
subject
21
to
modification
as
necessary
to
conform
with
statutory
changes
22
affecting
the
plan.
Under
current
law,
Code
section
331.439
is
23
repealed
on
July
1,
2013.

The
bill
takes
effect
upon
enactment.
