1.
Section
262.9,
subsection
2,
Code
Supplement

2011,
is
amended
to
read
as
follows:

Elect
a
president
of
each
of
the
institutions
of
higher

learning;
a
superintendent
of
each
of
the
other
institutions;

a
treasurer
and
a
secretarial
officer
for
each
institution
5
annually;
professors,
instructors,
officers,
and
employees;
and
6
fix
their
compensation.

The
board
shall
not
increase
the
compensation
or
benefits
8
paid
or
provided
to
any
president
of
an
institution
of
higher
9
learning
for
the
fiscal
year
following
a
fiscal
year
during
10
which
the
board
approved
a
tuition
increase
for
any
of
the
11
institutions
of
higher
learning.

and

279.27
apply

to
employees
of
the
Iowa
braille
and
sight
saving
school
and

the
state
school
for
the
deaf,
who
are
licensed
pursuant
to

chapter

In
following
those
sections
in
chapter

,
the

references
to
boards
of
directors
of
school
districts
shall
be

interpreted
to
apply
to
the
board
of
regents.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
19
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION
21
This
bill
prohibits
the
state
board
of
regents
from
22
increasing
the
compensation
or
benefits
paid
or
provided
to
any
23
president
of
a
regents
university
in
the
fiscal
year
following
24
a
fiscal
year
during
which
the
board
increased
the
tuition
at
25
any
regents
university.
26
The
bill
takes
effect
upon
enactment.
