H.F. 2107 Section 1. Section 257.11, subsection 3, paragraph b, 1 unnumbered paragraph 1, Code 2011, is amended to read as 2 follows: 3 If the school budget review committee certifies to the 4 department of management that the class would not otherwise be 5 implemented without the assignment of additional weighting, 6 pupils , except those pupils who have elected to decline 7 college credit under section 261E.8, subsection 4A, attending 8 a community college-offered class or attending a class taught 9 by a community college-employed instructor are assigned a 10 weighting of the percentage of the pupil’s school day during 11 which the pupil attends class in the community college or 12 attends a class taught by a community college-employed 13 instructor times seventy hundredths for career and technical 14 courses or forty-six hundredths for liberal arts and sciences 15 courses. The following requirements shall be met for the 16 purposes of assigning an additional weighting for classes 17 offered through a sharing agreement between a school district 18 and community college. The class must be: 19 Sec. 2. Section 260C.14, subsection 21, paragraph a, Code 20 2011, is amended by adding the following new subparagraph: 21 NEW SUBPARAGRAPH . (4A) Unduplicated headcount of eligible 22 students participating in the district-to-community college 23 sharing or concurrent enrollment program who have elected to 24 decline college credit under section 261E.8, subsection 4A, 25 and the total high school credits earned by such students from 26 courses taken through the program. 27 Sec. 3. Section 261E.8, Code Supplement 2011, is amended by 28 adding the following new subsection: 29 NEW SUBSECTION . 4A. A student enrolled in a course under 30 this section for both college credit and high school credit 31 may, prior to the date designated by the community college for 32 withdrawing from or dropping a class, elect to decline the 33 award of college credit for completing the course. H.F. 2107 shall receive only high school credit for completing the 1 course. An election made under this subsection must be made in 2 writing and received by the school district and the community 3 college on or before the date designated by the community 4 college for withdrawing from or dropping the course. However, 5 to receive high school credit for the course under subsection 6 4, the student shall otherwise successfully complete the course 7 as determined by the community college. 8 Sec. 4. Section 261E.8, subsection 7, Code Supplement 2011, 9 is amended by adding the following new paragraph: 10 NEW PARAGRAPH . 0c. An unduplicated enrollment count of 11 eligible students participating in the program who have elected 12 to decline college credit under subsection 4A and the total 13 high school credits earned by such students from courses taken 14 through the program. 15 EXPLANATION 16 This bill authorizes a student who is enrolled in a course 17 under a district-to-community college sharing or concurrent 18 enrollment program to, prior to the date designated by the 19 community college for withdrawing from or dropping a class, 20 elect to decline the award of college credit for completing the 21 course, and the student shall receive only high school credit 22 for completing the course. Such an election must be made in 23 writing and received by the school district on or before the 24 date designated by the community college for withdrawing from 25 or dropping the course. In addition, the bill provides that 26 to receive high school credit for the course the student shall 27 otherwise successfully complete the course as determined by the 28 community college. 29 The bill provides that a student who declines college credit 30 for a course under a district-to-community college sharing or 31 concurrent enrollment program is not eligible for supplementary 32 weighting under Code section 257.11(3). 33 The bill also includes reporting and data gathering 34 requirements for the state board of education and the boards of 35 -2- LSB 5378YH (3) 84 md/sc 2/ 3
