1.
Section
96.7,
subsection
2,
paragraph
c,
1
subparagraphs
(1)
and
(2),
Code
2011,
are
amended
to
read
as
2
follows:

(1)
A
nonconstruction
contributory
employer
newly
subject
4
to
this
chapter
shall
pay
contributions
at
the
rate
specified
5
in
the
twelfth
benefit
ratio
rank
but
not
less
than
one
percent
6
until
the
end
of
the
calendar
year
in
which
the
employer’s
7
account
has
been
chargeable
with
benefits
for
twelve
four
8
consecutive
calendar
quarters
immediately
preceding
the
9
computation
date.

A
construction
contributory
employer,
as
defined
under
11
rules
adopted
by
the
department,
which
is
newly
subject
to
this
12
chapter
shall
pay
contributions
at
the
rate
specified
in
the
13
twenty-first
benefit
ratio
rank
until
the
end
of
the
calendar
14
year
in
which
the
employer’s
account
has
been
chargeable
15
with
benefits
for
twelve
four
consecutive
calendar
quarters
16
immediately
preceding
the
computation
date
.

EFFECTIVE
DATE.
This
Act
takes
effect
July
1,
2012.

EXPLANATION

This
bill
reduces
the
time
period
during
which
construction

and
nonconstruction
employers
are
subject
to
the
contribution

rate
for
new
employers
for
unemployment
insurance
from
three
22
years
to
four
calendar
quarters.

The
bill
takes
effect
July
1,
2012.
