1.
NEW
SECTION
.

Student
advancement
from
1
grades
six
to
twelve.
2
1.
A
school
district
shall
not
issue
credit
to
a
student

enrolled
in
grades
six
through
twelve
for
a
course
offered

by
the
school
district
pursuant
to
section
256.11
unless
5
the
student
demonstrates
proficiency
in
the
coursework
by
6
successfully
meeting
the
minimum
course
requirements
to
the
7
satisfaction
of
the
teacher
of
record.

The
minimum
course
requirements
for
every
course
offered

by
a
school
district
pursuant
to
section
256.11
to
students

enrolled
in
grades
six
through
twelve
shall
be
established
by

the
board
of
directors
of
the
school
district.

The
teacher
of
record
for
a
course
offered
by
a
school

district
to
students
enrolled
in
grades
six
through
twelve

pursuant
to
section
256.11
shall
hold
an
endorsement
for
the

subject
area
of
the
course
offered
in
accordance
with
section

272.7.

For
purposes
of
this
section,
“teacher
of
record”
means
18
a
teacher
who
teaches
at
least
fifty
percent
of
the
course
19
curriculum
contact
hours
for
a
course
offered
by
a
school
20
district
in
accordance
with
section
256.11,
and
who
is
charged
21
with
recording
the
grade
for
the
course
in
a
student’s
official
22
education
record.

Sec.
2.
STATE
MANDATE
FUNDING
SPECIFIED.
In
accordance
24
with
section
25B.2,
subsection
3,
the
state
cost
of
requiring
25
compliance
with
any
state
mandate
included
in
this
Act
shall
26
be
paid
by
a
school
district
from
state
school
foundation
aid
27
received
by
the
school
district
under
section
257.16.
This
28
specification
of
the
payment
of
the
state
cost
shall
be
deemed
29
to
meet
all
of
the
state
funding-related
requirements
of
30
section
25B.2,
subsection
3,
and
no
additional
state
funding
31
shall
be
necessary
for
the
full
implementation
of
this
Act
32
by
and
enforcement
of
this
Act
against
all
affected
school
33
districts.

This
bill
prohibits
a
school
district
from
issuing
credit
1
to
a
student
enrolled
in
grades
6-12
for
a
course
offered
by
2
the
school
district
under
the
state’s
educational
standards
3
unless
the
student
demonstrates
proficiency
in
the
coursework
4
by
successfully
meeting
the
minimum
course
requirements
to
the
5
satisfaction
of
the
teacher
of
record.

The
minimum
course
requirements
must
be
established
by
7
the
board
of
directors
of
the
school
district.
The
teacher
8
of
record
shall
hold
an
endorsement
for
the
subject
area
of
9
the
course
offered.
The
“teacher
of
record”
is
defined
to
10
mean
a
teacher
who
teaches
at
least
50
percent
of
the
course
11
curriculum
contact
hours
for
the
course
and
who
is
charged
with
12
recording
the
grade
for
the
course
in
a
student’s
official
13
education
record.

The
bill
may
include
a
state
mandate
as
defined
in
Code
15
section
25B.3.
The
bill
requires
that
the
state
cost
of
16
any
state
mandate
included
in
the
bill
be
paid
by
a
school
17
district
from
state
school
foundation
aid
received
by
the
18
school
district
under
Code
section
257.16.
The
specification
19
is
deemed
to
constitute
state
compliance
with
any
state
mandate
20
funding-related
requirements
of
Code
section
25B.2.
The
21
inclusion
of
this
specification
is
intended
to
reinstate
the
22
requirement
of
political
subdivisions
to
comply
with
any
state
23
mandates
included
in
the
bill.
