Section
1.
STATE
WELCOME
CENTER
ESTABLISHMENT.

1.
The
economic
development
authority
shall
develop
a
2
plan
by
January
15,
2013,
in
accordance
with
the
relevant
and
3
appropriate
planning
principles
contained
in
section
15.272,
4
for
the
establishment
of
a
state
welcome
center
in
proximity
5
to
highway
60
and
Hawkeye
Point.
In
developing
the
plan,
the
6
authority
may
do
but
is
not
limited
to
doing
the
following:
7
a.
Arrange
for
the
state
department
of
transportation
to
8
acquire
title
to
land
and
buildings
for
use
as
and
undertake
9
construction
of
a
state-owned
welcome
center.
In
acquiring
10
property
and
constructing
the
welcome
center,
the
state
11
department
of
transportation
may
use
any
funds
available
to
it,
12
including
but
not
limited
to
the
RISE
fund,
matching
funds
from
13
local
units
of
government
or
organizations,
the
primary
road
14
fund,
federal
grants,
and
moneys
specifically
appropriated
for
15
these
purposes.

b.
Contract
with
other
state
agencies,
local
units
of
17
government,
or
private
groups,
organizations,
or
entities
for
18
the
use
of
land,
buildings,
or
facilities
as
a
state
welcome
19
center
or
in
connection
with
a
state
welcome
center,
whether
20
or
not
the
property
is
actually
owned
by
the
state.
If
a
local
21
match
that
is
required
for
a
welcome
center
is
met
by
providing
22
land,
buildings,
or
facilities,
the
entity
providing
the
23
local
match
shall
enter
into
an
agreement
with
the
authority
24
to
either
transfer
title
of
the
property
to
the
state
or
to
25
dedicate
the
use
of
the
property
under
the
conditions
and
26
period
of
time
set
by
the
authority.

2.
The
economic
development
authority
shall
transmit
28
the
plan
developed
under
this
section
to
the
joint
economic
29
development
appropriations
subcommittee
and
the
legislative
30
services
agency.

EXPLANATION
32
This
bill
relates
to
the
establishment
of
a
state
welcome
33
center.
The
bill
requires
the
economic
development
authority

(authority)
to
plan
for
the
establishment
of
a
welcome

The
authority
must
develop

the
plan
in
accordance
with
the
planning
principles
contained

Code
section
15.272.

bill
provides
that
in
developing
the
plan
the
authority

may
arrange
for
the
department
of
transportation
(DOT)
to
6
acquire
title
to
land
and
buildings.
The
DOT
may
use
any
funds
7
available
to
it
for
the
purpose
of
acquiring
title
to
land
and
8
buildings
for
use
as
and
construction
of
a
state-owned
welcome
9
center.

The
bill
provides
that
the
authority
also
may
contract
11
with
other
state
agencies,
local
units
of
government,
or
12
private
organizations,
groups,
or
entities
for
the
use
of
13
the
land,
buildings,
or
facilities
as
a
state
welcome
center
14
or
in
connection
with
a
state
welcome
center,
regardless
of
15
whether
the
property
is
owned
by
the
state.
The
bill
provides
16
that
an
entity
providing
a
local
match,
if
a
local
match
that
17
is
required
for
a
welcome
center
is
met
by
providing
land,
18
buildings,
or
facilities,
shall
enter
into
an
agreement
with
19
the
authority
regarding
the
title
of
the
property
or
the
20
dedicated
use
of
the
property.

The
bill
requires
the
authority
to
transmit
the
plan
22
developed
to
the
joint
economic
development
appropriations
23
subcommittee
and
the
legislative
services
agency.
