1.
NEW
SECTION
.
279.61A
State-designated
career
1
information
and
decision-making
system
——
oversight.

1.
For
the
purposes
of
this
section,
“system”
means
the
3
state-designated
career
information
and
decision-making
system
4
provided
for
in
section
279.61,
subsection
1,
and
administered
5
by
the
state
department
of
education
in
accordance
with
6
section
118
of
the
federal
Carl
D.
Perkins
Career
and
Technical
7
Education
Improvement
Act
of
2006,
Pub.
L.
No.
109-270.

2.
The
department
of
education
and
the
college
student
9
aid
commission
shall
jointly
submit
to
the
general
assembly’s
10
standing
committees
on
government
oversight
on
a
quarterly
11
basis
a
written
report
discussing
in
detail
the
effectiveness
12
of
the
system
in
meeting
the
needs
of
school
districts
during
13
the
most
recently
completed
calendar
quarter.

3.
The
department
of
education
and
the
college
student
aid
15
commission
shall
seek
feedback
from
school
districts
regarding
16
the
system
at
least
forty-five
days
before
a
quarterly
report
17
is
submitted.
A
school
district
or
any
interested
person
18
may
submit
information
regarding
the
system
directly
to
the
19
general
assembly’s
standing
committees
on
government
oversight
20
information
at
any
time
to
supplement
the
quarterly
reports.

4.
If
at
any
time
the
general
assembly’s
standing
22
committees
on
government
oversight
determine
that
the
system
23
is
not
effectively
meeting
the
needs
of
school
districts,
24
the
committees
shall
issue
a
written
report
documenting
such
25
determination.
The
report
shall
include
any
deficiencies
in
26
the
functionality
of
the
system
and
any
proposed
solutions
for
27
such
deficiencies.
If
the
committees
issue
such
a
report,
28
school
districts
shall
not
be
required
to
participate
in
the
29
system
for
the
remainder
of
the
school
year
in
which
the
report
30
is
issued.

Sec.
2.
IMPLEMENTATION.
The
department
of
education
and
the
32
college
student
aid
commission
shall
submit
the
first
quarterly
33
report
required
by
this
Act
to
the
general
assembly’s
standing
34
committees
on
government
oversight
within
sixty
days
of
the

effective
date
of
this
Act.
The
first
feedback
period
for
1
school
districts
and
interested
persons
required
by
this
Act
2
shall
begin
on
the
effective
date
of
this
Act.

Sec.
3.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
4
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION
6
This
bill
directs
the
department
of
education
and
the
7
college
student
aid
commission
to
jointly
submit
a
written
8
report
on
the
state-designated
career
information
and
9
decision-making
system
provided
for
in
Code
section
279.61(1)
10
and
administered
by
the
department
to
the
general
assembly’s
11
standing
committees
on
government
oversight
on
a
quarterly
12
basis.
The
report
is
required
to
discuss
in
detail
the
13
effectiveness
of
the
system
in
meeting
the
needs
of
school
14
districts.
15
The
bill
directs
the
department
of
education
and
the
college
16
student
aid
commission
to
seek
feedback
from
school
districts
17
regarding
the
system
at
least
45
days
before
a
quarterly
report
18
is
submitted.
The
bill
provides
that
a
school
district
or
19
any
interested
person
may
submit
information
directly
to
the
20
general
assembly’s
standing
committees
on
government
oversight
21
information
at
any
time
to
supplement
the
reports.

The
bill
provides
that
if
at
any
time
the
general
assembly’s
23
standing
committees
on
government
oversight
determine
that
24
the
system
is
not
effectively
meeting
the
needs
of
school
25
districts,
the
committees
shall
issue
a
written
report
26
documenting
such
determination.
The
report
shall
include
27
any
deficiencies
in
the
functionality
of
the
system
and
any
28
proposed
solutions
for
such
deficiencies.
The
bill
provides

that
if
the
committees
issue
such
a
report,
school
districts
30
shall
not
be
required
to

the
system
for
the
