H.F. 2032 Section 1. Section 2C.6, Code 2011, is amended to read as 1 follows: 2 2C.6 Deputy —— assistant for penal agencies —— assistant for 3 administrative rules . 4 1. The citizens’ aide shall designate one of the members of 5 the staff as the deputy citizens’ aide, with authority to act 6 as citizens’ aide when the citizens’ aide is absent from the 7 state or becomes disabled. The citizens’ aide may delegate to 8 members of the staff any of the citizens’ aide’s authority or 9 duties except the duty of formally making recommendations to 10 agencies or reports to the governor or the general assembly. 11 2. The citizens’ aide shall appoint an assistant who shall 12 be primarily responsible for investigating complaints relating 13 to penal or correctional agencies. 14 3. The citizens’ aide shall appoint an assistant who shall 15 be primarily responsible for investigating complaints relating 16 to administrative rules of state agencies. 17 EXPLANATION 18 This bill creates a specific assistant in the office of the 19 citizens’ aide/ombudsman to investigate citizen complaints 20 relating to administrative rules of state agencies. 21 -1- LSB 5338YH (2) 84 jr/rj 1/ 1
