H.F. 2024 Section 1. Section 321.112, Code 2011, is amended to read 1 as follows: 2 321.112 Minimum motor vehicle fee. 3 No motor vehicle, except Except as provided in section 4 sections 321.115 and 321.117 , a motor vehicle shall not be 5 registered for a registration year for less than ten dollars. 6 Sec. 2. Section 321.115, subsection 1, Code 2011, is amended 7 to read as follows: 8 1. a. A motor vehicle twenty-five years old or older may be 9 registered as an antique vehicle . The as follows: 10 (1) If the owner desires to use the motor vehicle for 11 unlimited travel, the annual registration fee is the fee 12 provided in section 321.113 , 321.122 , or 321.124 . 13 b. (2) The owner of a motor truck, truck tractor, road 14 tractor, or motor home that is twenty-five years old or older 15 who If the owner desires to use the vehicle exclusively for 16 exhibition or educational purposes at state or county fairs, 17 or at other places where the vehicle may be exhibited for 18 entertainment or educational purposes, may register the vehicle 19 as a “limited use” vehicle in accordance with sections 321.58 20 through 321.62 . The “limited use” registration the annual 21 registration fee is five dollars. Registration under this 22 paragraph subparagraph permits driving of the vehicle upon the 23 public roads to and from state and county fairs or other places 24 of entertainment or education for exhibition or educational 25 purposes and to and from service stations for the purpose 26 of receiving necessary maintenance, or for the purposes of 27 transporting, testing, demonstrating, or selling the vehicle. 28 c. b. The owner of a motor vehicle registered under this 29 subsection may display authentic Iowa registration plates from 30 the model year of the motor vehicle, furnished by the person 31 and approved by the department, in lieu of the current and 32 valid Iowa registration plates issued for the vehicle, provided 33 that the current and valid Iowa registration plates and the 34 registration card issued for the vehicle are simultaneously 35 -1- LSB 5143YH (2) 84 dea/nh 1/ 2
H.F. 2024 carried within the vehicle and are available for inspection to 1 any peace officer upon the officer’s request. 2 EXPLANATION 3 Under current law, a motor vehicle which is 25 years old or 4 older may be registered as an antique vehicle upon payment of 5 the regular annual registration fee for the vehicle. Certain 6 motor trucks, truck tractors, road tractors, and motor homes 7 that are 25 years old or older and used only for exhibition, 8 entertainment, or educational purposes may be registered as 9 “limited use” vehicles, subject to a registration fee of $40 10 for a two-year period. The registration of a motor vehicle as 11 an antique vehicle allows the owner to display authentic Iowa 12 registration plates from the model year of the motor vehicle. 13 This bill eliminates the current “limited use” registration 14 fee for antique motor trucks, truck tractors, road tractors, 15 and motor homes and establishes an annual registration fee of 16 $5 for any motor vehicle that is 25 years old or older and used 17 only for exhibition, entertainment, or educational purposes. 18 The registration only allows driving of the vehicle upon the 19 public roads to and from state and county fairs or other places 20 of entertainment or education for exhibition or educational 21 purposes and to and from service stations for the purpose 22 of receiving necessary maintenance, or for the purposes of 23 transporting, testing, demonstrating, or selling the vehicle. 24 The option to register an antique motor vehicle for 25 unlimited travel upon payment of the regular registration fee 26 is retained under the bill. 27 Pursuant to current law, a person who violates provisions 28 relating to the registration and operation of antique motor 29 vehicles commits a simple misdemeanor punishable by a scheduled 30 fine of $30. 31 -2- LSB 5143YH (2) 84 dea/nh 2/ 2
