follows:

The
grant
funds
shall
be
administered
by
the
department

of
human
services.
The
department
shall
adopt
rules
to
create
4
the
Iowa
disaster
aid
individual
assistance
grant
program.
5
The
rules
shall
specify
the
eligibility
of
applicants
and
6
eligible
items
for
grant
funding.
The
executive
council
shall
7
use
grant
funds
to
reimburse
the
department
of
human
services
8
for
its
actual
expenses
associated
with
the
administration
of
9
the
grants
and
for
local
administrative
costs
.
Reimbursement
10
of
local
administrative
costs
shall
be
limited
to
actual
11
expenses
for
local
administration
and
disbursement
of
grants
12
and
for
individual
disaster
case
management
in
cases
where
13
the
local
administrator
designated
by
the
county
board
of
14
supervisors
elects
to
provide
advance
distribution
of
aid
to
15
individuals
rather
than
reimbursement
to
such
individuals.
The
16
amounts
of
reimbursement
for
the
expenses
of
individual
case
17
management
with
the
local
administrator
election
and
for
local
18
administration
and
disbursement
expenses
shall
each
be
limited
19
to
not
more
than
five
percent
of
the
total
amount
of
the
grant.

EXPLANATION
21
This
bill
relates
to
reimbursement
of
expenses
under
the
22
disaster
aid
individual
assistance
grant
fund.

Under
Code
section
29C.20A,
the
executive
council
is
24
required
to
reimburse
the
department
of
human
services
for
the
25
department’s
actual
expenses
associated
with
administration
of
26
the
individual
grants.
The
bill
includes
local
administrative
27
costs
in
the
requirement.
The
local
administrative
costs
28
are
limited
to
actual
expenses
for
local
administration
29
and
disbursement
of
grants
and
for
individual
disaster
case
30
management
in
cases
where
the
local
administrator
designated
31
by
the
county
board
of
supervisors
elects
to
provide
advance
32
distribution
of
aid
to
individuals
rather
than
reimbursement
33
to
those
individuals.
The
amounts
of
reimbursement
for
