1.
Section
257.8,
subsection
1,
Code
2011,
is

amended
to
read
as
follows:

State
percent
of
growth.
The
state
percent
of
growth

for
the
budget
year
beginning
July
1,
2009,
is
four
percent.

The
state
percent
of
growth
for
the
budget
year
beginning
July
5
1,
2010,
is
two
percent.
The
state
percent
of
growth
for
the
6
budget
year
beginning
July
1,
2011,
is
zero
percent.
The
7
state
percent
of
growth
for
the
budget
year
beginning
July
1,
8
2012,
is
zero
percent.
The
state
percent
of
growth
for
each
9
subsequent
budget
year
shall
be
established
by
statute
which
10
shall
be
enacted
within
thirty
days
of
the
submission
in
the
11
year
preceding
the
base
year
of
the
governor’s
budget
under
12
section
8.21
.
The
establishment
of
the
state
percent
of
growth
13
for
a
budget
year
shall
be
the
only
subject
matter
of
the
bill
14
which
enacts
the
state
percent
of
growth
for
a
budget
year.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT
AND
APPLICABILITY.
This

Act,
being
deemed
of
immediate
importance,
takes
effect
upon
17
enactment
and
is
applicable
for
computing
state
aid
under
18
the
state
school
foundation
program
for
the
school
budget
19
year
beginning
July
1,
2011,
and
for
the
school
budget
year
20
beginning
July
1,
2012.

EXPLANATION

This
bill
establishes
a
state
percent
of
growth
of
0
percent
23
for
purposes
of
the
state
school
foundation
program
for
the
24
school
budget
year
beginning
July
1,
2011.
The
bill
also
25
establishes
a
state
percent
of
growth
of
0
percent
for
purposes
26
of
the
state
school
foundation
program
for
the
school
budget
27
year
beginning
July
1,
2012.
The
bill
takes
effect
upon
28
enactment
and
is
applicable
for
state
aid
computation
under
the
29
school
foundation
program
for
the
school
budget
year
beginning
30
July
1,
2011,
and
for
the
school
budget
year
beginning
July
1,
31
2012.
