H.F. 184 Section 1. Section 257.8, subsection 2, Code 2011, is 1 amended to read as follows: 2 2. Categorical state percent of growth. The categorical 3 state percent of growth for the budget year beginning July 4 1, 2010, is two percent. The categorical state percent of 5 growth for the budget year beginning July 1, 2011, is zero 6 percent. The categorical state percent of growth for the 7 budget year beginning July 1, 2012, is zero percent. The 8 categorical state percent of growth for each budget year shall 9 be established by statute which shall be enacted within thirty 10 days of the submission in the year preceding the base year of 11 the governor’s budget under section 8.21 . The establishment 12 of the categorical state percent of growth for a budget year 13 shall be the only subject matter of the bill which enacts the 14 categorical state percent of growth for a budget year. The 15 categorical state percent of growth may include state percents 16 of growth for the teacher salary supplement, the professional 17 development supplement, and the early intervention supplement. 18 Sec. 2. EFFECTIVE UPON ENACTMENT AND APPLICABILITY. This 19 Act, being deemed of immediate importance, takes effect upon 20 enactment and is applicable for computing state aid under 21 the state school foundation program for the school budget 22 year beginning July 1, 2011, and for the school budget year 23 beginning July 1, 2012. 24 EXPLANATION 25 This bill establishes a categorical state percent of growth 26 of 0 percent for purposes of the state school foundation 27 program for the school budget year beginning July 1, 2011. The 28 bill also establishes a categorical state percent of growth 29 of 0 percent for purposes of the state school foundation 30 program for the school budget year beginning July 1, 2012. 31 The categorical state percent of growth includes the teacher 32 salary supplement, the professional development supplement, 33 and the early intervention supplement.
