H.F. 174 Section 1. Section 256I.9, subsection 3, paragraph b, Code 1 2011, is amended to read as follows: 2 b. Family support services and parent education programs 3 promoted to parents of children from zero through age five. 4 Family support services shall include but are not limited to 5 home visitation. Of the funding from all sources that an area 6 board designates for family support programs, at least sixty 7 percent shall be committed to programs with a home visitation 8 component. 9 Sec. 2. EFFECTIVE UPON ENACTMENT AND RETROACTIVE 10 APPLICABILITY. This Act, being deemed of immediate importance, 11 takes effect upon enactment and applies retroactively to July 12 1, 2010. 13 EXPLANATION 14 This bill eliminates a requirement in Code section 256I.9 15 for family support programs provided under the school ready 16 children grant program implemented by early childhood Iowa 17 areas. The requirement provides that of the funding from 18 all sources that an area board designates for family support 19 programs, at least 60 percent shall be committed to programs 20 with a home visitation component. 21 The bill takes effect upon enactment and is retroactively 22 applicable to July 1, 2010. 23 -1- LSB 1791YH (2) 84 jp/nh 1/ 1
